In Mali, the UN carries out a transaction in half

The will of the United Nations for the maintenance of peace in Mali clashes with bureaucratic difficulties related to the definition of the purpose of the force to be deployed under the banner of the UN, which can not be waived by the practice of the doctrine of peace. The situation, still difficult, in Mali does not allow the deployment exclusive of a force that is limited to only monitoring of the situation, but requires what has been defined as a parallel power, able to exert the role of interposition required by the present situation. Based on these considerations, the planned force of 11,200 men, the ninth would be enough without the coaching of troops capable of working, going beyond the limits which are imposed on UN peacekeepers. The UN Secretary-General Ban Ki-moon is aware of these technical limitations that do not allow to deal with the so-called asymmetric attacks, those terrorists and suicide bombers, against which the deployment of UN peacekeepers can do very little. The need for a force with intelligence systems and can offer a rapid response, is seen as essential in order to support the UN troops in protecting themselves and the institutions of Mali. The only country capable of providing these interventions is France, through its rapid deployment forces present in Mali and Niger, who are familiar with the terrain and opponents. Moreover, the armed Islamist groups, despite having suffered a defeat from Paris, thanks to the shape of the sub-Saharan region, still represent a significant threat to the regional balance and for the same UN troops, which seem unprepared for a task of this magnitude. However, this admission affect the real value of the peacekeepers to be used, at this point, only to monitor and above all a facade, because the UN has considered deploying troops under its banner from the African continent. Which is already in the past, the UN has deployed its troops in dangerous zone without the aid of parallel powers. The impression is that the palace of glass have managed it not up to the situation, by surprise by the events, which also had been widely announced. The very difficult situation that caused the French intervention, the Security Council was aware, so as to have planned for some time the intervention of UN peacekeepers, but too delayed in time. After surgery, the dates of the French presidential elections in Mali, which must sanction the transfer of power, were widely known, but the organization of a reliable force was not built that in half, which led to the request for help. On this basis, it is easy to imagine that the fragile institutions of Mali will always be subject to a latent danger without adequate protection in France. Without a military project that organic permanently delete the zone Islamism, which can not be left as an expense only in Paris, the balance of the region will not be achieved. But only the UN can take responsibility and coordination, but the question is: will they capable of?
