The lack of UN action calls for radical reform of the international organization

Almost finished the work of the UN inspectors , who must ensure the use of chemical weapons in Syria. The samples will be sent to different laboratories in Europe, which will take several months to process the results and drafting the final report . In all this time, probably , will continue to increase the cold statistics of the victims , which has already exceeded a quota unfortunately considerable , and also that of the refugees, who are at the moment, more than a million people. Not to mention the untold suffering inflicted to both adults and children , subjected to a constant state of tension and subject to sanitary and food shortages now become prohibitive . That is certainly not the first Syrian war and unfortunately will not be the last , but once again highlights all the weakness of the system of the United Nations , which borders on its utter uselessness . With the UN was built as close as you could get to try to give a world government , which would be able to resolve disputes world , to protect the populations affected by conflict , famine and disasters. But in this respect the balance is negative . The great organizational and legal limits , the same international law , intentionally incomplete to enslave special interests, have given little room for action , which was to be required in more than one occasion. Even at the diplomatic level , where the margin of maneuver could be slightly larger , often men of the United Nations have got well poor results. An essential element in the downward trend of the real importance of the United Nations has been, and continues to be, the poor attitude of the organization to adapt its structure to the evolution of the new global equilibrium . The supranational body , created at the end of World War II , has maintained the balance and the structure of almost seventy years ago, a time to geological era when compared to the geopolitical and economic changes that have occurred , especially in recent years. The operational structure of the Security Council, continues to remain hostage to institute the right of veto , which can block any decision needed , generating immobility , which often proved decisive , exposing all the futility of the whole structure . The Syrian case demonstrates , once again , as a reform to be implemented in a short time is needed to effectively resolve sensitive issues in which capacity is needed decisive action or at least suspension of the ongoing violence . But this need that is re punctual at the beginning of each new crisis , it is not sustained, first of all the states permanent members of the Security Council, who fear losing one of the most effective interdiction in foreign policy, and then by a this general approach across the board in all nations, because effective reform would mean the loss of market share , also consisting of international sovereignty . In European states to the EU , just the example of being part of a supranational organization , which imposed the transfer department of the sovereignty of the individual member states , has sparked a debate , even harsh, where the instances , to recover the parts of sovereignty sacrificed to the European Union , have become more and more pressing , also generating political movements created specially . This example , which covers one of the parts of the world which should be more favorable for culture and social development , for skills development and operation of the United Nations , highlights how the distrust to share with other peoples parts of the sovereignty of their state . If this is frankly insurmountable obstacle , it must then consider alternative forms founding , enabling the development of the organization in the direction of greater capacity for intervention. Without the abolition of the functioning of the Security Council , however, seems impossible to harbor any hope for a government crisis over the parts : we need to give more power to the assembly that must be activated on case studies with clear and well defined mode of mandatory sanctions against those who contravenes the violations of basic minimum conditions of life. The modern means of telecommunication promote the survey and inspection so this task and building legislation , also detailed , it must become the urgency by which activate the procedures relating . A rotation of the Security Council , composed of an audience enlarged and elaborated on the basis of geographical origin, the importance of economic, military and social can afford to reach quick decisions taken in accordance with the majority of the diplomatic community and especially for the protection of populations affected, to protect them from the Syrian developments as it is currently . Without these will, which must be shared, the Glass Palace is destined to become more and more an institution destined to die and thus leave formal anarchy , as well as in fact , the relations between states.
