Putin won?

While Russia is withdrawing troops , prepare for negotiations if they do not get to a relaxation , a peace which would allow the return of the balance in the Ukrainian region . However, despite the victory may seem to benefit the White House, which , with the tactics of sanctions and without the threat of military intervention , the Kremlin seems to have brought back to reason, in the end who has achieved the main goal was just Putin. Hardly, in fact, be satisfied the American request to withdraw Russian troops from the Crimea , which , formally , although without the agreement of Kiev, has sanctioned the decision to proceed with Moscow through a referendum. Although the mode of election were quite questionable , it will be difficult to raise this political weapon to Russia. For the Russian Federation, it was essential to have under its sovereignty the main military base of the marina, located in Sevastopol, in the heart of the Black Sea under Ukrainian control , although there were the strict agreements that regulated the use and rent. If the military reasons were the most urgent , soon after there was a need to ensure Russia a sort of safety belt that would prevent a too close proximity with Europe and NATO. With this in mind rank the proposals by the Foreign Minister Lavrov, assume that , in reality , a dimension of real diktat . What Russia wants Ukraine , that is a sovereign country , is that it remains neutral through non- entry into the EU and the North Atlantic Treaty , which gives a federal organization of the state, in order to protect Russian minorities . If the first request is understandable , in a dialectic certainly unbalanced , the second seems to be a way open to other solutions similar to that of the Crimea. Moscow , that is, with the request for the creation of federal entities , the Russian-speaking majority , keeps alive the possibility of a referendum that could establish the detachment from Kiev. It is understandable that it is inadmissible and requests that report the matter to the starting point. Putin made the first move for diplomatic contact and withdrew the troops in order to be accommodating, but these conditions do not appear at all sincere. The tactics of the Kremlin is once again take advantage of the differences between Europe and the USA, with a continuous attrition , after the military now on the diplomatic front . In the middle is the Ukraine, a country weakened by endemic political instability because internally divided in its social fabric and the victim of an unprecedented economic crisis . If at the beginning Russia had granted substantial aid , Kiev can now count on the financial programs of the U.S. and the EU , which must take into account a high underdevelopment , compounded by corruption that threatens the same facility in the state. To the west it would be important to act in a concrete way to Ukraine to counteract the action of Putin pointing to the dissolution of the neighboring country . Despite this scenario , which sees ahead Putin, in strictly circumscribed by the crisis, Washington at the global level , albeit in a confused way, has shown the ability to isolate Russia . If, from the economic point of view there were doubts then great , because of the backwardness of the Russian industrial system , which requires of western goods to be able to go forward and also the financial system could be under attack for major capital exported to the West of the world , the company has been in the White House , however, the isolation of Moscow on the international scene . Even China has sided with Russia, always in line with its intention not to interfere with the internal problems of other nations , Beijing did not like the invasion of the Crimea, as well as India . So there was no gap in the nation that has openly supported Moscow. This fact may not have been calculated by Putin or if it has been calculated , it was felt , however, a risk that was worth running for the Crimea. But this aspect of the long-term is strongly conditioning for a nation that wants to take over the role of great power and can not be limited to self-sufficiency , and it nor will economic policy . So we can say that in the short term and the immediate objectives Moscow won , but in the medium and especially long-term , the game is completely open and Russia appears favored . Developments in the negotiations will weigh many topics , including the Ukrainian election result , which does not make it easy negotiated it fast , opening up to new crisis scenarios , which , this time , the U.S. will hardly unprepared.
