The European Union is considering a financial plan to stop the flow of migrants

There is a European Union project that, starting from what was agreed with Turkey, positive or negative experience, it aims to create a model to stop immigration to their territory. Underlying this view there is a clear distinction between refugees and economic migrants. However, the methods of treatment of the phenomenon are approximately the same. For both cases, we want to fund those countries hosting refugees, the same as Turkey, Lebanon and Jordan; while, as regards economic migrants you want to favor investments in those states that might create occasions of work, to avoid, or at least limit, the phenomenon of migration. The measure, in general, might be acceptable, but without a precise analysis of the political situation of the states to which to allocate the contributions, you are likely to replicate the situation that the European Union is currently experiencing with Turkey, where Brussels has not substantially given the nature of Erdogan's regime to solve quickly a problem that can compromise the integrity of the European. The risk is that to obtain the advantages of small compared to a situation of constant blackmail. While it is true that the pressure on Greece and the Balkan route has decreased as a result of agreements with Ankara, it is equally true, that Turkey expects the gain that right now Europe may not correspond precisely to the situation inside the turkish country, where rights and individual freedoms are severely compromised. For the moment the turkish government is implementing a policy of waiting, but always have the option to change attitudes and reopen migration flows. The example turkish represents a model to be followed especially to avoid its drawbacks: it is true that a Europe unable to find alternative solutions had to take advantage of the geographical location of Turkey, this limit will not be valid to enter into agreements with states much more distant. The European project is not, solely to distribute funding, but also to create their specific ties with the states that will join in this program. This aspect implies a direct involvement of Europe that will no longer irrespective only enter into agreements with states ruled by executive able to ensure absolute respect for human rights and democratic guarantees. It is a fundamental aspect also to implement a program which aims also to expand the enjoyment of rights in countries where they are not insured. One aspect to give special attention, directly connected to the distribution of funding has to do with large-scale corruption suffering from many African countries and threatens to undermine the economic effort of Brussels. Grant loans without the guarantee of how they will be used is likely to become a boomerang for the European Union, which could go to finance unknowingly, not only local businessmen, but also representatives of the underworld, until you get to more serious situations such as terrorism. The total amount that should be allocated comes to 8,000 million euro, partly including amounts already provided, to be used over the next five years to find sustainable solutions and meet European demands. African countries with which it should start collaborations are Nigeria, Niger, Ethiopia, Senegal and Mali. The mechanism, as well as preventive, that is able to avoid new waves of migration, should be able also to encourage the return of economic migrants, thanks to the existence of new job prospects in their countries of origin, created just with structural funds from Brussels. The discourse on refugees is more complex because it will have to cover several stages, waiting for the end of the conditions that led to the escape from the countries of origin, such as war and conflicts in the Middle East area. Definitely a situation of pacification of the territories is the essential condition for the return to their home countries, but, together, hygiene and dietary conditions, no less important than civil and political rights must be guaranteed. also need to consider the necessary assistance in the refugee camps, often collapsing, Kenites neighboring countries hosting refugees. Part of the financing will need to address the improvement of the conditions of these facilities increasingly less secure from the humanitarian point of view. These decisions too to anoint postponed, which had to be taken before and at a more gradual to avoid humanitarian crises which have affected European countries, who have not made a figure worthy of their history. You will see whether these projects will be pursued with conviction, will bring Europe to its role, also practical and not just theoretical, the champion of rights.
