Some ideas to improve the Italian political life
Behind the big illegal situation that is going through Italy, at the mercy of an increasingly widespread corruption, there are certainly gaps in control, comfortable situations that agree to most of the political, but also a system that does not prevent the election spread of malpractice. The current scenario, including in an economic situation in major depression, alienated more and more citizens from politics, both active and passive, to the disappointment of the behavior that concerns all the Italian political forces, old and new. The measures of the government, which seem built in deference to a rigorous logic, but unable to build sound foundations for investment necessary for economic recovery, also contributed to a substantial generalized indifference, which was achieved with turnouts at the polls increasingly lower. The signal is eloquent, but is not collected by the politicians, especially the winners, who hide behind electoral rules unsuitable to incorporate the phenomenon of abstention, because, simply do not contemplate. To this we must add the lack of dissemination of principles that prevent the rotation in political office and the prohibition to hold more public office. The result is the repetition of the political office for several years with the same people, when they do not pass on the public office from father to son, as if it were a family law acquired. To truncate this system, which determines the blocking policy in Italy and promotes corruption, we need to build rules that prevent the nomination when it holds another assignment, the prohibition to stop a candidate for elective office to another office, the rotation of the cover of the political office by blocking the mandates, which should not be more than two consecutive in the same office, who do follow an interval of at least one term of ineligibility. To incorporate the phenomenon of abstention, which can also only be a refusal to exercise the right to vote for lack of supply in which to recognize, should be given a share of 10-15% of physiological voters who refuse to vote, under which decrease proportion to the number of the elect according to the voters. The benches empty represent the turnout and would push politicians to stronger action and shared to reduce it. On the reasons of the opportunity of a rotation that can involve a greater number of citizens to administer public seems obvious that more parts, that is, in the Italian case of a replacement almost complete, it may prevent the creation of patronage network, which is the factor structural corruption capable of draining resources development. However, these issues do not seem to be accepted by the political class, we talk about electoral laws, but not replacement of political personnel. Besides the rejection that comes from opposing political parties, declining to exercise the option of choosing candidates, shows that the country Italian rather than being governed, is being held hostage by the parties. Just by the constitution of the party, as a political form of life which the Constitution gives the power to Italian politics, should be starting for a review of the administration of public affairs. If the parties in their competition are subject to democratic rules, there is no law to regulate their internal functioning; has thus witnessed the personalistic parties, in which the policy is decided exclusively by the head, which is often the founder and funder, surrounded by an apparatus consenting flattened on the official line, for reasons that often coincide with the convenience, and where there is some debate, to parties where power is exercised by forms of directory, to those falsely democratic, where the false cards allow committees business dictate the line. Without regulation of the life of the parties, who must take a more private-relevance, there is no guarantee of effective democracy. If the party is the core from which the exercise of public life must be subject to practices similar to those that will go to exercise in places designated for democratic debate, if not, as happens all the time, we are facing an organization unreliable theater of infighting and prevaricating, reflected in the democratic competition and in its exercise. Without these basics of starting any politician take power, it does so in a false democracy that does not guarantee the timely control of political acts and their conduct. It was therefore faced with the need to go beyond the folds in which democracy is mature lies, often losing its original meaning: that of participation and representation of the real. Losing sight of these features you risk a masked authoritarianism that can escalate into worse, but never let it show.
