The Atlantic Alliance is preparing a rapid reaction brigade for Eastern Europe
International scenarios that occurred during the year resulted in the need for a new configuration of military responses that the Atlantic Alliance will be able to deliver, especially on its eastern borders. The onset of the problem Russia, which with its new aggressive policy, has aroused great concern, especially in the States before belonging to the Soviet bloc, requires measures to compensate for the dismantling of the defenses, which had been carried out with the end of the war cold and the period of detente. The first measure designed, as repeatedly announced, is the establishment of a brigade, consisting of about 4,000 actual, ready to be moved quickly to reach any location where occur the necessity of their presence. It is a measure specifically designed to cope with a possible attack by Russia; the development of this tool was made, presumably, studying the mode of action of the troops that entered Ukrainian territory without military insignia, but who belonged to the armed forces of Moscow. This brigade is a tool of urgency that will make up for a more structured force that will take shape only in 2016, when a draft prepared by Germany, Norway and the Netherlands will become effective and allow a greater dislocation of the intervention force. This project provides for the rearmament of the easternmost part of Europe, with a constant presence of ground forces, air and sea, located in special facilities, to be built or restored. Meanwhile, the representatives of the allied countries have agreed to meet the need for a greater presence of forces designed to guard, patrol and also for any interventions of naval and air. The biggest problem of the formation of this structure, which is in development, are funding. The US Secretary of State, John Kerry, has, in fact, asked the members of the Atlantic Alliance to increase military spending; This aspect, however, encounters various resistances due to the impact that the entries for the defense might have in the general budgets of the states, at a time of economic downturn. Moreover, the US, still engaged on several fronts, most would prefer to delegate the organization of this force deployed in Eastern Europe, although always framed in the scope of the Atlantic Alliance, the European countries, as shown in the solution studied with Germany, Norway and Netherlands. It remains to convince the most western countries of Europe, who still prefer a more marked by diplomacy, however, the Russian attitude has so far favored this approach, maintaining a non-linear behavior and geared to extend its influence over the eastern parts of Ukraine . What they fear the Americans, but also the Germans and that is supported by many analysts is the intention of Moscow to extend its influence on countries further away from its borders, but that still look with sympathy to Russia, although they belong to 'European Union or the Atlantic Alliance itself, such as Bulgaria, or are going to be part of the EU, such as Serbia. The need for Moscow to have new allies should not force her to perform against Kiev, but also forms of alliance that could allow an allocation agreed in the territories of the Russian soldiers in the old continent, create an alarm particularly felt in Washington.
