The arrival of the government supported by the United Nations causes tension in Libya
Using
a subtle difference in the definition of the group that arrived
yesterday in Tripoli, representing the government recognized by the
United Nations, the prime minister-designate Fayez Al Sarraj proclaimed
the start of operations of its Executive. However,
the semantic difference between "Presidential Council", understood as a
small group of government, to all the executive itself, reveals the
intention of the Prime Minister not to raise the level of confrontation,
already perceived as high, with other governments in the Libyan country. The
very way of arriving from Tunis the head of government, who arrived in
the capital with a vessel, instead of a plane reveals all the
difficulties of the task before the government supported by the United
Nations. In
Libya, there are currently three governments, plus the power exercised
by the Islamic state, which exploits the political weakness and division
of the country. In
addition to the government, which should be of national unity, which is
in favor of the United Nations, there is the government of Tripoli,
which is characterized by a more or less moderate trend confessional and
the refugee in Tobruk, which according to the electoral verdict would the legitimate and recognized by the international community. The
attitude of the government in Tripoli to the Executive of the United
Nations is open hostility and indeed it has called "intruders" group and
appealed to all the revolutionaries to mobilize against this executive
who is considered a usurper. The
government of the United nations is housed in a Navy base Libyan
military, which was immediately surrounded by armed supporters of the
means of the government of Tripoli, causing a lot of tension in the
city. There
is also a real risk that we give impetus to a strong contrast between
the different arms of the Libyan armed forces, as the Marina, as we have
seen, it supports the government of the United Nations, while the army,
through his spokesman, He stated his opposition to the religious connotation of the government too. This
point would have to be a more in-depth by the United Nations to reflect
why, as the Prime Minister Fayez Al Sarraj stressed that Sharia is the
source of the right to apply to the Libyan state. If
this move is designed to reach a settlement with the government of
Tripoli, it seems to have failed, while the open opposition of the army
represents a potentially greatly destabilizing factor in the unification
process of the country. Even
with the government of Tobruk relations are not good, as the
legitimately elected executive has failed for five consecutive times the
confidence to the executive of the United Nations. All
these details indicate how likely the failure of this government and
raise questions about the choice of the United Nations, which seems a
gamble, as it seeks to impose in a country where there are already two
governments, a third executive who introduce anything contrast ; also
the overtly sectarian nature of that government, which, remember,
recognize Islamic law as the fundamental law of the state, appears a
disturbance factor in the Libyan society and in contrast to any future
peace perspective, threatening to replicate the situation in Egypt,
where it It
has triggered a military coup, even the Libyan army is against the
Islamization of politics, with the current effects that are visible to
everyone. Perhaps
one solution would be to give rise to a division of the country on the
basis of this buoyancy before the Italian colonial conquest, which
caused the formation of the cone only nation Libya without the necessary
historical basis, political and cultural factors that could support
their 'unification, except by a form of authoritarian government. To
do this, however, it is necessary to leave the central part of the
country from the occupation of the Islamic State and the intention of
the Western powers is to not engage directly on the ground, but to
create the conditions so that this conflict is conducted and won by the
Libyans. The
intention of the United Nations, seen in this perspective, it might
make sense, however, the choice does not unite but it seems to get even
more divisions, weakening the structure of the country and encouraging
the very presence of the Caliphate troops. In
essence the remedy designed by the United Nations appears pejorative
and, if you want to bet on a future division of the country, to bring
peace to the entire territory could be considered a form of temporary
collaboration, based on a few fundamental points, between Tripoli and
Tobruk, aimed the
liberation of the territory occupied by the Islamic state and then deal
more serene a possible administrative division of the country in more
sovereign units, even federated, possibly allied to the West from which
they should have all the economic and political help to stabilize the
whole territory Libyan.
