In Durban the BRICS think at the beginning of a new world order

In the meeting which is being held in Durban, South Africa, among the countries with the fastest growing economies, Brazil, Russia, India, China and South Africa, we are looking for new economic and political solutions, capable of representing a real alternative to the domain of United States, and also, though to a lesser extent Europe. These projects, which, if achieved, would be an epochal able to make substantial changes to the world order today. The first step identified by the leaders of the five countries is the creation of a bank, who can be an alternative to the Government of the World Bank, which is burdened by too much influence in Washington. The birth of an approved bank alternative on such a scale could allow for greater freedom of movement to emerging countries, and to finance development projects more functional to their needs, and to finding ways to allow greater financial stability of these countries. The need arises from a bloc of nations that have 43% of the global population and hold 21% of the world gross domestic product and they do not feel protected by a body such as the World Bank, who was born after World War II needs to adjust and very different situations, also the mechanisms of control and the Government of the maximum credit institution meets world on most modern industrialized countries and especially the United States. These objections can be shared, justified by the need to see recognized the needs of economies that currently provide a major contribution to the economic growth of the world. It is not surprising that some of the rules laid down by the World Bank do not allow the freedom of action necessary to development plans, sometimes in direct conflict with the needs of the U.S. and EU. But the creation of a bank alternative to that world, if per se that is not a legitimate aspiration, from another side, seen from a different perspective from that purely economic, can also be a tool to circumvent constraints that concern aspects all ' that another secondary. The problem of pollution, already perceived as significantly circumvented by these countries, for example, would be even more neglected if there was the presence of credit institutions not very sensitive to the issue, not that the World Bank has been a barrier to critical projects strong environmental impacts, however its reform to do so may prevent further degeneration. There is, then the problem, chronic for some of these states, the lack of implementation in the political structures of legislation to protect the rights, both individual and that of trade and industry, or that the present laws are inadequate: the ' opening a bank alternative could allow speculation even more than the allowed by the current World Bank. As you can see it is not secondary issues that would require a reflection to Western countries for the first towards a reform of the global maximum credit institution with greater attention to ethical aspects and then also involve developing countries in a process of thorough review of the mechanisms the World Bank, for this to be the tool that embraces global needs. Having two banks, essentially world-class competitors would not be good for the global economy today, more than that of global competition so high, it needs regulatory aspects shared, who can take into account the needs of both emerging nations, who of industrialized areas. But the technical aspects of setting up a bank alternative to the world is also the sign of the search for a greater emphasis on a geopolitical level. So far, the BRICS have moved into the arena of the economy, achieving exceptional results, remaining, however, the edge of the stage. It must be said that the reasons are not clear, China, for example, made of non-intervention in its guideline foreign policy, while Brazil, India and South Africa is clear some inexperience international go beyond the regional problems. Unlike the Russian case, that does not seem to have yet recovered from the fall of the Soviet empire, he was the dominant superpower alongside the United States. Just Russia, which suffers from this marginalization because of his past, is the nation that pushes more towards the search for an independent role in international political process on the part of developing countries. The signal to be given to the U.S. and the EU is that the current balance of world power is no longer valid. But if the economy this fact is well established in international politics, the situation is more complex. Although some limitations in more than once, the role of policeman of the world is still in the hands of the U.S. and the soldiers participating in peacekeeping missions, for example are still those of industrialized countries. Without concrete commitments, not easy to take, the political credibility as international actors to the first level, the emerging countries remains low. Need some larger projects that invest in international organizations, most notably the reform of the UN Security Council, too often blocked by the inaction of its China and Russia. However, this summit officially registered the departure of a future where the current structure will be changed in the name of a new balance and new demands, this can be an opportunity for the whole world only if the dialogue will remain anchored in shared development projects.
