Hollande's plan for the European Union

Out of the impasse of satisfaction, which is the lowest of Presidents of the Fifth Republic, François Hollande has drafted a plan that aims at re-establishment of the European Union, through the establishment of a supranational government of the economy. The intent is clear: France has need to get out as quickly as possible from the crisis in which it is located, but the institutions of Paris are well aware that this is impossible with the individual forces of the transalpine country. Europe, then, is the only way of escape, provided that welcomed, the French proposals. The cornerstone of the program is, in fact, to give a new dimension to the European institutions to give a future to the citizens of the Union; seem words for the occasion but, on the contrary, they might be representing the foundation to build a continent-wide perspective on which to build a European Union for people and not for financial institutions, credit and bureaucratic, which have debased until now, the basic principles that have marked the birth and evolution of the organization in Brussels. To give effect to this understanding is required budget management geared to less rigor, which promotes organic growth and equitable in all the individual countries and not to encourage it, as it has been so far, only a few. Of course, the hard and rigid economic policy pursued in recent times, at the cost of very heavy sacrifices, had the advantage of bringing a series of budget constraints, they got a situation from which reclaimed again, which should not become an end in itself, but bring new competitive continental economy, able, also, to attract foreign investments on which to build new jobs. French President Hollande identifies the current moment as the right one to start with a European initiative that can be condensed in four main points. The first concerns the creation of a European economic government, capable of overseeing the programming and the address of the moves of the individual states, through the participation of all nations of the euro area, this proposal can not clash with the German view, that thrives on its own autonomy by virtue of a force superior to the other members of the single currency. France can enjoy very close alliance with Italy and Spain, but must overcome the obstacle of the German elections, which block on their positions Chancellor Merkel, who is building his campaign on the fears of the Germans, after may however, be one maneuvering space wider. The second point concerns the issue of youth work, where the unemployment rate is very high and is a huge problem at the continental level, the resolution of which, in part, could be a powerful impetus for growth. The third point is on the latitude of European economic government, which according to the vision of Hollande, must be able to propose a strategy of continental scope capable of positively influencing individual markets. It is an ambitious project, which is at war with the advantageous position of parties and associations, that with such an instrument would see reduced by far its autonomy and the consequent ability to influence the domestic markets. The fourth point is the result of the above, because it is tied to the success, which should allow the construction of effective policy, with a European government with spaces that go beyond the economic aspect, but finally relate to the political dimension of the EU in its entirety. In some ways it is an almost visionary project, given the objective difficulties in the path, but in the present condition of Europe policy of small steps did not yield the desired results and has relegated the European dream in narrow areas, which do not have enabled the development. Proposals for Hollande have the merit of having a far-reaching and trying to find effective solutions, especially for people.
