Iran and the IAEA on the eve of the resumption of negotiations on the nuclear
The Iranian nuclear issue back to the fore, in view of the resumption of negotiations scheduled for 27 September in Vienna . The IAEA has asked the new government in Tehran a more constructive and collaborative approach , although conditioned by a timing urgent. The concurrent events of the Middle East , in fact , require a discussion tighter to get the definition of the question , so that it is not going to influence foreign policy decisions , which could overcome the events. The hope is the IAEA that Iran has a congruence with the concerns of the international , especially on the military aspect of the matter , which remains the central issue of the negotiation. It is also anticipated a change of attitude in the talks between the two sides , so that Iran does not raise the impression to postpone indefinitely the negotiations to gain time . To this end, many hopes are pinned on the new president Rohani , who even before he was elected , in his election program , announced a different arrangement on the subject, also because of the persecution of the purpose of obtaining a drastic , if not total , reduction of electoral sanctions . This element is the initial prerequisite to boost the Iranian economy , the central focus has allowed us to get to win the new Iranian president . Thus, there is a convergence of interests between the two parties , for the IAEA to close the negotiations and assure the world the civilian nature of Iran's nuclear program , which could eventually facilitate a positive outcome and a consequent relaxation. Aware of this situation, IAEA officials have emphasized the role , essentially diplomat, who will have the talks. Fundamental to test the good will of Tehran , will be the access , until now denied to international inspectors , the site of Parchin , where suspected of experiments were conducted military-style , for the development of nuclear weapons. This will be the litmus test as to whether Iran has always told the truth, and if so the factor is likely to break the deadlock. Clearly, this inspection should not be imposed in a too firm but with a softer, more conciliatory action of the dignity of the Persian country , so , too, do not provide an alibi of sorts. Rohani , after all the good will shown in words, has , at last real opportunity to defuse a bomb that has held their breath the whole world, for Israel's intention to carry out a pre-emptive strike to stave off the supposed Tehran's attempts to become a nuclear power . The new president has always justified , continuing to follow the footsteps of its predecessor, the Iranian nuclear research is intended only civilian energy purposes and for doctors. Rohani has completely redesigned the Iranian group in charge of taking part in negotiations on nuclear issues, thus indicating , in a way implied a greater willingness to resort to diplomacy rather than focusing on a more rigid as the previous commission. These changes have not yet convinced Israel , who does not trust even the new president and , in part, the United States , which were the biggest proponents of the policy of sanctions and they expect concrete openings , which could have important diplomatic developments also on Syrian issue .
