Egypt to vote on new constitution

The appointment to the polls, to the Egyptian constitutional referendum , allowing easy prediction on the outcome in favor of the country should grant approval of the new basic law . However, what worries the government is the one that will be given the final voter turnout . The executive would consider a positive value around 33% , equal to the number of voters of the past elections , but in spite of this value , which might seem low for European data , the forecasts are not optimistic on reaching this threshold. One of the main reasons lies in the tactics of opponents of the military, which, while not indicating no choice as to vote, have focused on the desertion from the polls as a method of peaceful protest , to avoid repression by the army . This choice has united both religious parties , even those outlawed , and those lay people, but that does not identify with the anti- democratic and repressive methods of the government. The intention is to de-legitimize the referendum , through the low number of participants, and thus the new constitution , which is perceived as imposed from above , that is not built to be a popular base legitimately elected and that has within it elements that give too much power to the armed forces . Should be considered , however , that the tactic of boycotting the referendum appointment fits easily in a society where the poor voter turnout appears to be a distinctive feature , also due to the lack of habit to exercise the right to vote. The years of dictatorship have created a lack of affection in voting, that the outcomes of the Arab Spring have not helped to change . The Egyptian society is faced with a major economic crisis , which does not allow an interest in constitutional issues , the topic deserves . According to some surveys , only 5% of Egyptians would have completely read the text of the new basic law , 39% only some parts , while 59 % would not read anything. These are assumptions that can not hope to do well the government, but that does not even have to induce positive feelings in opposition. The lack of confidence in the population is due to the disappointment of the conduct of the government of the winners of the recent elections , the Muslim Brotherhood , now put off by the legal framework of the country, employed to establish the Sharia , rather than lift the country out of crisis besetting and is still . The new military government continued this policy, but on the other side , taking care to eliminate the danger of religious from political life , but still without improving the living conditions of the population. The result has been to bring in the electoral body and then in Egyptian society , disillusionment and disenchantment , which have further distanced the people from politics. This state of things, however, can promote solutions only not at all conciliatory with democracy , as we have seen , however, in the recent past : a state ruled by religious extremists , which did not take into account the minimum needs of minorities is passed to a semi- dictatorship military . An Egypt in these conditions do not need first of all to himself, but even to the Western allies , who worry about being on the side of a government author of repressive brutality . On the other hand, the conduct of religious movements had resulted in only a transition from a dictatorship to a no less illiberal oligarchy . The only hope for the country is that parts of the government closer to the democratic ideal manage to contain the military power to allow an evolution , too long , that will enable the improvement of political and civil rights for Egypt.
