Employment, the fight against corruption and sustainable development are the objectives of China
In an economic environment affected by an expected growth of "only" 7.5% , the lowest rate of twenty-five years, China faces a tough fight against corruption , which threatens to create an increasingly popular discontent , which can result in social disorder , to undermine the very foundations of the state . The Chinese premier reiterated once again that zero tolerance will be applied to combat the endemic corruption , which in addition to being a social risk , is likely to also compress the economic performance of the country. If China continues to look carefully at its production policies towards foreign markets , can no longer neglect the internal market, which , given its size , it represents a tremendous potential . It is therefore necessary to reduce social differences , both in the urban fabric , which are minor, the relationship that city the countryside, where the imbalances are even greater. To do this, encourage private enterprise and encourage job creation . A big brake levers such development has been identified in the excessive bureaucracy , a factor closely associated with corruption . Already last year, with the simplification of bureaucracy and administrative decentralization , we have created 27% of enterprises in most , of which 30% in the private sphere . According to the Chinese leaders , who attended the session of the National People's Congress , the country's need is to create , every year tens of millions of jobs in urban areas . It is understandable that , for now, the fight against inequality Steps to an urbanization of the peasantry , which should serve as a reservoir of manpower for the industry. The choice of China is to concentrate the population in well-defined areas , both to facilitate the production process , but also to exert more political control. It must also be stated that the strategy aims to combat the behavior of officials peripheral , usually the most corrupt , because far from the centers of the central power , limiting their potential influence by reducing the subject to their jurisdiction . The measure , however, also shows a weakness of the central government , which exerts a strong centralization of administrative functions , precisely because it fails to exercise adequate control over peripheral centers . The excessive bureaucratization has been rightly identified as a destabilizing factor , although it is not clear how a system that guarantees a strict political control is not able to do the same against corruption. Moreover, the fight against this phenomenon does not seem set for egalitarian reasons mainly , as certain as an obstacle to economic development and also as danger factor for the system. This vision is so limited and not a glimpse of openings towards civil and political rights . Despite this, the Chinese leaders have put on their agenda the improvement of the quality of life of citizens and combating excessive pollution , which is becoming a social and health cost too high even for the large liquidity of China. Without reform of the system of life in China today , it seems unlikely that Beijing can achieve significant results against the phenomenon of pollution, should be reconsidered the whole approach of production based on the great rhythms of work. Only with a production aiming at a higher quality you can subvert the current trend . But we must be able to meet certain markets .
