In Italy, democracy is in danger?
The reforms that are materializing in Italy , have aspects that can be alarming to define democracy. Behind the criticism of a political staff actually not very reliable , there is a risk of a significant reduction of democracy , an aspect not to be underestimated for the whole movement of European Union countries . Because, with all due respect, there is a big weight difference between countries such as Hungary and Italy . The situation of Roma is far more serious dangers threatened by the populism because the political force that most promotes these reforms is defined as progressive. We are in an institutional setting and not in a forum election , where candidates make promises , in Italy it is passed to the action , continuing a line that had already compressed the prerogatives of the exercise of democratic electoral functions , through the application of a law that prevents the choice of candidate for the citizen voter , allowing only the electoral vote . This has sparked complaints over time from different sectors of the political and civil society, which have resulted in an appeal to the Constitutional Court, which has accepted it. The amendment to the electoral law to circumvent the rules in force provides colleges with small , expedient that allows the parties to retain the power to appoint the candidates . No matter if some political forces , including the government , to use the method of primary consultations to allow members and supporters a prior choice to determine the candidates . It is still a procedure outside of the law, which, in theory, can be managed , especially in case of disputes , elements of the party in question , clearly outside the fence institutional . The appointing party was , therefore, already a clear alteration of the democratic process , which could indicate the beginnings of an evolution in the management of an oligarchic power, in the hands of organizations , political parties , which need not answer any discipline sanctioned by law, which alert the proper democratic behavior within them. It is , that is, in front of a paradox constituted by the anomaly , that power in a democracy is run by bodies within them can be regulated by openly opposing the democratic process . The wind reformist applauded by all, both within the country and outside , tried to have a broad consensus , not so much by civil society , as by the parties themselves , which, while also opposing political positions , are finding that agreements allow him to not give up their power to address . The old adage that says not to change anything we need to change all expressed well the current Italian situation. The political system of Italy is based on a perfect bicameralism which provides unparalleled features for both houses of parliament . It has been much discussion of this peculiarity , which provides a doubling of costs and a slowdown in the legislative process , a matter of primary importance in a world where the decision speed is a factor of increasing importance . The above criticisms are acceptable, however, one of the reasons for the founding fathers , for the perfect bicameralism , has been to ensure a reciprocal control of the two chambers to monitor the functioning of democratic institutions. If there is a need to change the way the legislative process because it does not change the responsibilities and powers of the two chambers thinking in particular specializations in some specific areas and thus keeping the Senate as an elected body , rather than make an assembly of appointed with little value politics? Also, if the problem is the cost , an issue that actually exists, why not lower than at the same time of both houses of parliament until you reach your desired budget ? These questions do not seem to glimpse appropriate responses , if not the intent of lowering the level of democracy in the country. To strengthen this hypothesis, there is also a quorum of votes that would , in essence, a minority to rule. It must be remembered as the last three presidents of the Council , and therefore the respective governments were not the result of the election, even with the so rightly reviled electoral system condemned by the Constitutional Court , but were the product of partisan agreements favored by the President of the Republic . The last government , then still constitute a case apart : the current Italian prime minister was not elected , if not, as secretary of his party, in a primary election , which saw the participation of about 2% of body Italian election , with a very low turnout among members and sympathizers of the party. Strengthened by this investiture overthrew a government led by a member of his own party , in a sudden and somewhat unexpected . This card does not have so qualified for the appearance of democracy, the current President of the Italian Council . In many quarters has been recognized as the current Italian government bring forward a policy, in terms of democratic exercise , very responsive to the will of the EU Troika and even to the intentions of a famous American rating agency , who took over as the process of democratic countries Westerners, especially those in southern Europe , was detrimental to the economy . Certainly the need to speed up the legislative process is an acceptable, while it is not fully correct adjustments to be put in the political system that compress democracy. What appears is that you think to give priority , at best , the economic condition of the people by sacrificing the democratic aspects because of a greater decisiveness . It is not clear , however, how these aspects can not be married , proceeding with an effective rationalization of the entire system , both political and economic . The discussion is definitely too wide to be exhausted in a few lines , but should be considered a multitude of subjects that can alter both the actual democracy , that the perception of it ; press agencies , rating agencies , emerging players with great visibility can actually distort the perspective of an actual validity of democracy. The problem is not to be underestimated because the audience has become addicted to consumerism that takes each critical element and is therefore more easily malleable ; In fact, the ways of governing facts slogan perform this task according to the logic of exploitation of ignorance. In this context, the elimination of sources of institutional pluralism , as the Senate , but also the provinces , subject to the need for their modification, are a clear sign of democratic decay , that we must fight in order to avoid a dangerous drift .
