The National People's Congress, during the meeting in Beijing, reiterated the fundamental importance of the Chinese way to capitalism, albeit recognizing the need for greater attention to the needs of the population. But this is only material needs, not to mix absolutely the granting of political and civil rights, which are seen as elements of hindrance to the development of the country, because it puts into question the tenets of the Chinese system, which must be, however, object of strengthening. The point has been repeatedly emphasized the need to strengthen the socialist model of China, the only one capable of ensuring the development of capitalism controlled so ironclad by a single entity; This allows you to not deviate from established plans and ensures management of the phenomenon certainly safer. From the point of view of the Chinese Communist Party, the economic data that the country has ensured, with this system of government, are irrefutable: China has made great strides, becoming the second world economy, thanks to the absence of rights in the field Labour, combining superbly the worst sides of capitalism and communism. The price paid in terms of repression, brutal methods of production and pollution, with its attendant social costs, but denied large, was very high, so as to develop different movements of opinion, often repressed, but they have also cracked the set of granitic Communist party, forcing the Chinese bureaucrats to adopt attitudes of greater attention to the demands of civil society. As these concerns are sincere is a question that is legitimate to ask, because the real reason for these intentions might just be the fear of the spread of social unrest, which, even without egregious actions, would be expected to affect the economic planning for China. Beijing faces a reduction in growth of about 0.5%, from 7.55 in 2014 to 7% in 2015. These volumes that any Western finance minister would sign right away, but that China still represent a given contraction, which must be projected in a social and territorial huge. The country pays once again the low contribution of domestic demand, the direct effect of the presence of deep inequalities in the country, both on a geographical basis, that in the fabric of society. This is the direct application of savage capitalism, which has as contraindications, the great corruption, which is a huge economic cost for the country and the heavy exploitation of the working masses. The plan to rule the stage, defined as that of the overall reform, is based on four key areas: building a moderately prosperous society, which implicitly means greater distribution of wealth (no exaggeration) to raise domestic demand and through this factor choke so good-natured adversities present, the acceleration of economic exchange, which is a direct consequence of the first point, improving the rule of law, without separating the powers and strengthen the discipline of the Communist Party, which must remain the linchpin of the country. A completely opposite from that of Western democracies, where they are identified as weaknesses individual freedoms, the multiparty systems and the separation of powers. In the speech of the Chinese premier, in front of three thousand delegates of the meeting, there were explicit recognition of the reasons that contribute to social instability and that will have to be corrected by an increase of the items in the budget. The social security system, including health care, elderly care, the problem of housing, transport, education, public order and pollution, are factors considered essential to ensure social stability and the ' admission of a lapse of central power to these issues, is a new element in the evolution of China, which previously would have denied the problems and implemented exclusively repressive techniques to resolve disputes. The signal is that even within the Communist Party of China is developing a sensitivity, it is unknown whether sincere or forced by the situation now too deteriorated to social issues, so far sacrificed in the name of productivity. It is not much yet, because these issues should be resolved almost automatically, due to the large availability of funds in the country, but, while remaining in a strongly authoritarian, denoting how the central government can no longer derogate from the legitimate demands of the Chinese citizens.
