Italy wants the naval blockade of Libya
That thought by the Italian Government to combat landings of immigrants is a solution, instead of solving the problem, is a good solution for the internal consensus and not be truly effective in tackling the problem. Essentially Rome intends to ask the UN Security Council to consider the measure to make a naval blockade of Libya. Beyond what will decide the United Nations, this hypothetical measure appears inadequate and impossible to achieve. How you can control all the Libyan coast, not to mention that many boats headed for Italy also depart from other North African states, what will be the measures that will be used with the craft caught and what kind will touch people on board the boats that manage to escape the block? Furthermore the reasons of the desperate who face several thousand kilometers in most years can only change with the presence of a naval blockade? For those arriving in Libya what fate is preparing? The obvious answers to these questions make the decision by the Italian government thought unsuitable, but there are also other reasons of international character that should make you think. Availability assured by the illegitimate government of Tripoli, which ousted the legitimately elected government, fled to Tobruk, should make suspicious about this opening. The government that took office in Tripoli is flush Islamist, despite not being on the extreme positions of the Islamic state, has many members, who, it is believed, are an active part in the trafficking of human beings and has every incentive to find a recognition international, since it is not recognized by any state. Italy will bring this proposal even before the Council of Europe to immigration, with the addition of the creation of a European police force capable of countering human trafficking. These responses appear marked by a strong tone, with the obvious intent to please, at least partially the internal discontent both Italian and European, to immigration by increasingly strong populist movements, and appear conceived in the wake of the need to cope with upcoming elections or contrasts with were most influential. It seems logical that the contrast to human traffickers must be a necessary move, but it alone is not enough if the problem is not solved at the root, where is the need of escape, for the presence of war and famine. The problem is too complex to be solved with a single act of force, which can be solved, in part, the urgency contingent, but can not on the medium and long term affect effective. The need Italian is understandable, because with the Europe agreements in force immigrants can only claim asylum in the first country of arrival and the current situation Italian is set to become unsustainable, but the resistance of the countries of the North Division of immigrants indicates a rigidity difficult to overcome. Essentially Europe appears willing to increase the budget of the operation Triton, but not to become Italian, Mare Nostrum, which allowed a greater number of saves, as a Union initiative. Certainly with Triton enlarged you can take a more rescues than at present, but never like that could do the Italian Navy alone. For this reason Brussels should approve the stricter rules proposed by Italy, which aim to reduce the arrival of the number of migrants, but did not allow those who would force substantially in an official country in the north to do with it too load. In this match the position of Libya is fundamental: said the availability of the unrecognized government of Tobruk, which is, therefore, not considerable, the hope of the Italian government is to a constitution of an executive of national unity that constitutes the synthesis the two governments today. The process, which always come to a conclusion seems very long, incompatible with the times for emergencies current. Even so, what should worry Europe is also the fate of those who arrive in the country of Libya, where the human conditions of migrants are at the limit of survival and affected by violence and exploitation. This is a side effect of bad management after Gaddafi, that European nations should remember when they think of migration management. On the other hand it would also require a greater effort to stabilize the country of Libya, not only to the current emergency, but also in the future, due to the presence of the Islamic state on the Mediterranean coast. Returning to the issue of immigration proposals that seem to take the field are only a defense device outdated in a globalized context that is wanted only for sectors that guaranteed a convenience adequate. It remains impossible to ignore the reasons why the masses are forced to move and perhaps should be taken into account solutions that ensure the reception in the form liberalized, conjugated to the ability to design new forms of economy that can support even the phenomenon of decreasing births, very present in Europe. Knowing, however, manage traffic migration with the ability to identify dangerous individuals and not try to prevent indiscriminate escape from living conditions prohibitive.
