The Libyan government will not accept any violation of sovereignty to fight illegal immigration
The
Libyan government rejects the European Union to carry out military
operations on its territory and within its territorial sea, against the
criminal gangs that organize the traffic of human beings. So
it can not occur any violation of Libyan sovereignty, but the statement
of the spokesman for the government recognized by the international
community, can open up new possibilities for Brussels. It is, in fact, confirmed the willingness to cooperate with the European Union in the fight against smuggling. These
are statements of principle, which does not clarify what the real
intentions of the government of Tobruk, but that, for now, are
sufficient to thwart the European initiative. Probably
the Libyan government elected, but fled to Tobruk, with this move aims
to achieve two aims: the first is the domestic front and wants to gain
credibility in front of the confessional government took office in
Tripoli. While
in the second case it would be a significant help in terms of support
not just military but also diplomatic, to assert its sovereignty over
the land. This
aspect is also closely linked to Europe's needs as the government
controls only a few regions of Tobruk in Libya and the ports of
departure of the ships of immigrants are located in areas controlled by
the government of Tripoli. For Europe, however, it is a sort of trap with which is very risky to confront. The ideal would be for the government to Tobruk military aid, that can defeat opponents in Tripoli. This
scenario would lead to a military employment relevant to Brussels, with
the vessels, aircraft and land and, in the event of success, would have
its advantages. A
Libya almost normalized, would ensure greater control of the issue of
immigration, would ensure stability of energy supply and eliminate the
danger of the many terrorist bases of Islamic militants on its
territory. But this is not mean feat, investment would be enormous and the risks for European soldiers involved, very considerable. Sure
they have more hits than the program to sink any boat and finally
Europe could take on an appearance of great power, making sure the
alliance of the Libyan country. Conversely
the prohibition of violation of the sovereignty of a government, albeit
already halved in the exercise of control of the country, does not
guarantee the already difficult approval of United Nations Security
Council and the third phase of European military, is already virtually
canceled. Certainly
the European Union, may decide to go ahead anyway, without the umbrella
of the UN and trying to convince the government of Tobruk of mutual
convenience. But
at that point would the government in Tripoli to oppose the operations
against traffickers, which probably can not be excluded ties. The
path taken by Brussels appears no apparent way out, unless you intend
to espouse the cause of the government to take radical action and
Tobruk, on which appears objectively difficult to reconcile the Union's
members. Meanwhile
the migration situation continues to worsen, and the fact that the plan
was developed without consulting the Libyan government, reveals
worrying signs of amateurism.
