The Pope brings together mayors on climate change
The
event by Pope Francis, which brought together several mayors of the
world, is of almost historic importance, for the will of the head of the
Catholic Church to establish a dialogue with administering the town so
it is the first public authority to direct contact with the more immediate problems of the population. It
is the inauguration of a new dialectic, which represents a significant
innovation in the panorama of the relations between the Vatican and
public bodies; They are in fact bypassed the state authorities, to deepen the knowledge and debate with the institutions more peripheral. This
is not a departure from normal diplomatic relations that the Vatican,
as separate sovereign state, engaging with other countries in accordance
with international law, but rather an exchange, for now at non-formal,
on concrete issues but always with elected representatives of local institutions. This,
by the population, the mayors as legitimate bearers of the will and
local experiences, and in a way it enables the extraterritorial mission,
at least in terms advisory. Besides
the pope himself has attached particular importance to the perceptions
and feelings of those who called the margins of the world, showing
itself ahead of many national institutions, yet still too central to a
vision of power, which is falling from above decisions He took on local communities, not often listen to their opinions and inconvenience. There
were more than 60 mayors, representing cities, as smaller cities,
invited just before the Pope to be encouraged to work in their
communities, where the effects of a provision may be effectively
applied. This
element, in the will of the Pope, is opposed to the mere enactment of
any principle by a central entity, which can be disregarded without the
cooperation of the authorities peripherals. It
is a vision that should be obvious, but in today's world, governed by
political systems less and less willing to decentralization in favor of
decisions imposed from the center, it is a kind of revolution. In
this mode, the Pope seeks to usher in a new phase of the relationship,
at least the church of Rome, able to focus on local communities; surely
this is only the beginning, because the organizational difficulties
seem enormous, however, it opens a road that promises to overthrow the
balance of power of the many power centers, not only political, but also
economic, financial and moral, governing remote communities. The
path will not be easy, because it will not be hindered by these
entities tend to centralize decision-making powers to the institutions
subtracting devices, but this approach will only please those calls, and
there are many, a greater spread of participatory democracy, which It calls for greater involvement of their own who is far away, in every sense, from the big decision-makers. In
particular Pope Francis has requested local officials present at the
Vatican to influence decisions on the summit dealing with the theme of
the climate, the United Nations held in Paris later this year. The
positions of the Pope on environmental issues have been known to last
encyclical, where he condemned the danger of climate change desired by
companies and often supported by governments, which have generated
poverty and social inequality, with the emergence of phenomena of great
bands misery
that gather around their urban centers, often favored by forced
migrations and still taking place with the hope to improve their social
position. This
involves a series of consequences that span broad types of social
decay: crime, exploitation, prostitution and drug addiction. The
methods addressed by Francis in the analysis of environmental
degradation lead, so in the social, naturally, as an obvious consequence
of unconditional exploitation of the planet's resources, which also
happens with the injustice of the treatment reserved for humans. The
Pope's vision combines environmental protection as a means of
protecting society, especially the poorest, but that is not one simple
sentence, what real program with objectives to be achieved, for which
you need an involvement Bottom able to include and educate people as possible.
