Beijing offers himself as a negotiator of the Syrian crisis: an increase in China to play an increasingly important

The news that China has declared its willingness to intervene in the Syrian peace process, hosting members of the Damascus government and the representatives of the opposition forces, as starting point for negotiations, which could lead to a political settlement of the Syrian issue, marks a important novelty in the diplomatic world. In fact it is the first time that the country of China intervenes directly in a matter in which no economic interest, violating the cardinal rule of conduct of Beijing's foreign policy: to not interfere in the internal affairs of a foreign state. Until now, the Syrian civil war, which has gone on for five years, was considered just as a matter of internal politics between Assad and his opponents, by the Chinese government. This change of address may have been dictated from the realization that China was, after the entry of Russia into the conflict, now the only superpower to have no role in the matter. This factor would derogate from the Beijing government from its own guidelines in foreign policy, to take a lead role in the Syrian affair. The importance of the conflict to the world balance may, however, have resulted in the assessment that, for China's interests, the search for a solution has become paramount. China, although they have a permanent seat in the United Nations Security Council, has never exercised a central role in international processes, preferring to focus on the economic aspects of their own development, but the task is Chinese abroad far from absent. In Africa, Beijing has developed a policy of business alliances rather invasive, but based mainly on the exploitation of resources and focus on economic, rather on foreign policy issues wider. The choice of China was formally in line with that of Russia, based on the desire not to interfere in internal affairs. Consistent with this aspect of Russia's intervention in Syria covered by the protection of a friendly government, which guarantees the use of the only military base navy Moscow in the Mediterranean. So Russia's behavior, although not acceptable when evaluated from the angle the west, it is understandable and developed along the lines held by Putin. The Chinese proposal, however, appears as a surprise to the usual mode of action of Chinese diplomacy, used to stay on the sidelines in the big international disputes. Beijing chooses therefore to enter the arena of international relations now looking a leading role, can it assumes that relief from high power that seeks long. The move is unexpected, but it was expected that sooner or later, China tries to enter in effect in the negotiations of an event important and emblematic, like Syria. Beijing played very diplomatically: if the goal which gave itself would not be reached, the diplomatic credibility of China as an actor of international importance, could exit resized, but a success, even partial, could give the start a new dimension on the diplomatic scene. It is significant that China has chosen the only diplomatic solution to the crisis, without itself as a military actor, also framed only under the banner of the United Nations. This factor indicates that the intention of Beijing is to substantially contribute to a diplomatic solution exclusively, in this sense the invitation to conduct the summit on Chinese soil appears as a clear indication of the will of leadership of the Chinese government, which wants operate first, possibly outside of the agreements approved by the Security Council. The intention is to accelerate the timing and outcome of the meeting to give information to the world after the fact, without any interference. The Chinese attitude is not to be underestimated by any actor of international concern, first and foremost the United States, then Russia and the European Union; because a grand entry in diplomacy, coming from the margins in which it was relegated by itself, places China, thanks to its economic power and the growing military strength, in a new more influential about the global balance of the future world.
