The crisis of migrants highlights the difficulties for managing immigration as part of the Western states
The refugee problem is undermining the very idea of the European Union; This
thesis is supported by the Prime Minister of France, and is shared,
albeit with different analysis, by a growing number of European
politicians. Yet
the number of migrants who make it to Europe is only a fraction
compared to those residing in refugee camps Turks, Jordanians and
Lebanese, as far as the Syrians, or with huge numbers in refugee camps
Kenyans, for the population of the Horn of Africa. The
manifest inability to manage an emergency that is not contained, but
that should not worry about a continent where we are the world's largest
economies, is the lack of prevention of the phenomenon, with a war
going on that was not to be absent, in pursuing, by
individual states, special interests, outside the general view, of
little or no authority of the central European leaders and the lack of
mutuality between the nations themselves. These
causes have led to a mistaken perception of the phenomenon that
translates into a threat to the borders, rather than a humanitarian
emergency large. If
the identified solution is not only the closure of the European area,
but also state borders within the European Union, it is clear that what
is sought only a short-term remedy, not intended to run on time of
greater extension. Certainly
connected with the phenomenon of the arrival of the refugees there are
negative perceptions that have become more acute with the recent attacks
in France, the plight of the Belgian and French suburbs, the facts of
Cologne, where he highlighted a huge distance between the mentality of some
refugees and that of Europe, however, if you want to start from
positions more reasonable it is necessary to emphasize that the greater
part of refugees has come in peace to escape war and famine, certainly
the relationship with the part of radical Islamists, that certainly is
part refugees,
must be carefully designed not to allow drifting dangerously and pitch
invasions counterproductive for all, as well as prevention against
dangerous individuals should include attention levels and higher levels
in the bodies of police, especially with intelligence operations, even
in cooperation
with the Arab states, but these side effects, certainly serious and
important, which can be resolved with greater preparation of the
security forces, able to fill the gaps revealed by the success of the
violent incidents. These
difficulties, which must not be underestimated, but neither
exaggerated, can be overcome technically, it is less easy to deal
successfully with their suspicions that there are between states and
prevent a unified management and organic phenomenon of refugees. The
major difficulties are in fact from the political point of view and
also extend beyond Europe's borders, since you can not limit the
management of the problem to the nations of Western Europe or the states
that border, in other continents, with the crisis areas. It
is more significant that we head to the east, in Europe, more than the
attitude of aversion to the refugees seems to grow, both within the
European Union, that of other states, also important as Russia, which
has repeatedly stated that the refugee issue does not concern you. Moreover,
even the United States, which has received a very limited number of
Syrian refugees, seem reluctant to increase the arrivals of refugees to
alleviate other countries. The
Secretary of State, Kerry, looks rather to increase overall spending
for humanitarian aid trying to bring the budget 10 to 13 billion euro
and through them to increase the number of countries able to grant
asylum to refugees, without clarifying the intentions of the US in this regard. The
White House strategy seems however be similar to that of the European
Union, which consists in giving financial aid to those states, not on
its territory, which are suitable to provide asylum to migrants. The
West thus adopts a common line to block traffic of refugees by
providing an alternative in other countries, it is the recognition of
the absolute lack of political capacity to manage the phenomenon, in
which you try to remedy delegating other payment in money disguised as humanitarian aid. One
would have expected more from those countries who call themselves civil
and have great responsibility for not having stopped in time the Syrian
conflict.
