This scheme was already started in parts of Iraq, that the Caliphate had not been able to occupy militarily: a series of attacks, which continues today, which are meant to keep in constant apprehension the government and the population. The export of this tactic is more difficult if the distance grows from the Middle East regions, but recent cases have occurred in Europe and in Turkey show that the intention of the Islamic State is to intensify terrorist acts to create a kind of global terror. If the military solution in the Middle Eastern zone serves in the short term, in the medium and long only works as a garrison of the reconquered areas and is therefore only a complementary to an integrated action of the police and secret services and prevention improved political and economic conditions of all those Sunni Muslims, often non-observant, making up easy terrain of the radical terrorist recruitment.
