The European Union will monitor the level of democracy of its member states

The question of the level of civil rights standards in Europe finally becomes a subject that one feels the need to build legislation with sanctioning provisions. The violations of civil rights by governments of EU countries have become too numerous to be tolerated and these violations are now an urgency that is too opposed to the principles on which the very existence of the European Union is based. If in Poland and Hungary the increasing authoritarianism is, unfortunately, a constant by now established (which does not reduce the gravity of the phenomenon), in countries such as Germany and France cases against the Islamic religion and situations of intolerance have increased significantly growing are also recorded against Jewish communities. The phenomenon of treatments that do not correspond to the humanitarian law of migrants is also on the increase, as happened in Italy, Austria, France, Slovakia, as well as the refusal of the same in Poland and Hungary. Finally, the freedom of the press was squeezed, with laws that aim to not guarantee this right, always in some Eastern European countries, up to the murder of journalists, as happened in Malta and Slovakia. This is a series of serious violations, of which we have become aware in the institutions of Brussels and which need mechanisms of protection and monitoring, with the aim of preventing and suppressing the member states in which these phenomena are registered. The idea starts from Belgium and Germany, who have thought of an analogy with the problem of the state budget, regulated by the stability and growth pact. The membership of the member states seems to grow around this idea to guarantee the success of the initiative; in fact, twenty member countries would have already given their support to the initiative. The first question to be addressed will be to establish a periodicity to evaluate a series of parameters capable of assessing the respect of rights, such as the degree of independence of the judicial system and legal certainty, aspects on which the new control instrument will be based . Peer control will be introduced, which provides for periodic monitoring of some countries to others on the status of rights within the Union. If in the beginning the accession to the system will be on a voluntary basis, the intention is to extend this control to all twenty-seven member countries. If at the moment the European Commission has the only instrument of article seven, namely that of excluding a country from the vote in the European Council, as a sanctioning measure, in the future it is expected to arrive at the possible revocation of the European structural funds to those countries that will violate the civil rights. This is a provision invoked by several parties, which will allow for the sanctioning of those members who have adhered to the European values ​​system in a non-sincere manner and only for the convenience of being able to make economic contributions. There remains, however, a decision that arrives late and following the stability pact, ie an economic and financial measure that preceded a political one; the reason is that democratic values ​​have been taken for granted, committing a fundamental error capable of undermining the stability of European institutions. In the future, it will be politics that governs the development of European life, even on economic changes, which will have to respect a system of values ​​that has not been totally understood, not only by those who have violated civil rights, but also by those who proclaimed them defender but, then, did not respect, through the distorted use of finance, equally fundamental rights of citizens, such as health and safety, sacrificed by the rigidity of the budget. Therefore, if it is right to verify the application of civil rights, it is equally essential to guarantee a sufficient quality of life, without compressing the elementary needs of the population. This decision contains a highly important value for the very continuation of the idea of ​​Union, because it protects the fundamental values ​​and, also, if the path for its implementation will still be long, it represents a hope for the fulfillment of the idea of ​​Europe which they had the founders of continental integration.
