China reform its bureaucratic apparatus
The need to make a drastic cut in endemic corruption, the Chinese government requires a revision of its bureaucracy. Since 1998, it is the most radical transformation of the state, through the reorganization of its ganglia are the highest. Fact will be made a significant reduction in the number of ministries, not only because of the need to save money, but, above all to recover and improve the production efficiency of the administrative machinery. The elephantine size of the Chinese bureaucracy, cause a slowdown of the bureaucratic procedures, which generates losses induced in a system that is looking for greater maximization of performance. Ensure that the administrative process is lost in a thousand streams premises, which divides the apparatus of state management, it is not only a necessity dictated by the need to streamline the administrative process, as a real obligation type political, dictated by the knowledge that the system fosters and promotes the widespread corruption, which has become, as well as economic cost, even heavy social cost. Awareness on the part of leaders of the party, that large parts of the Chinese bureaucracy, have more power than what the law assigns, imposed on Chinese new course, a reform, which represents the major novelty that distinguishes the new leaders Beijing. The demonstration of the real need for this line to the country, is represented by the resistance and hostility, with which it has been accepted reform in those sectors that have been most invested. The most prominent case involved the Ministry of Transport, soared to the expansion of Chinese railways, with whom they wanted to symbolize the country's economic growth. The creation of a Ministry for the railways, which has been a phenomenon ever further increase, to become a state within a state, is the best example of explanation of how a bureaucracy has become a force, sometimes an alternative to the same central apparatus . With more than two million employees and their own police force and its own judiciary, this ministry could dispose at will of entire communities, making abuses, whose actions often failed to pass the borders of the region, without reaching the central apparatus. The final budget of the Ministry of Railway has been slightly less than the defense, despite the growth of military spending destined for China to strengthen its armed forces. The accumulated debt of more than $ 400 billion and the arrest of the minister, Liu Zhijun in February 2011, for corruption, were the signals that have given rise to a situation that was known as rough for some time. The reform of this ministry provides for the division into two structures to facilitate more central control. As part of the renewal of the new government also enters family planning, responsible for the hateful one-child policy, additional charge of corruption and violence practiced through forced abortions. The merger own body responsible for the national population and family planning with the Ministry of Health opens the way to the abolition of an only child, they often borne the brunt of the female babies. The criticism by many demographers on the dogma of one child as a factor weakening the Chinese population could therefore reverse the trend, expecially when combined with the fight against hunger, which still affects the rural surroundings of the state, and with a more intense and organized distribution of drugs. Another area of intervention will involve the merging of the agencies of censorship, now divided respectively, that relating to publishing and one for radio, television and cinema. Remains, in this first phase of reorganizing, by mentioning the creation of a single body for the control of the maritime sector, a crucial point for the economy and geopolitics China. Coast guard, customs, fisheries control are grouped together to exploit synergies needed to face the challenges ahead, especially in the international arena, such as the case of dispute with Japan, for the disputed islands, required. The overall picture suggests, therefore, a comprehensive reform to address the challenge of deep social inequalities, in order to avoid collapse and the tensions that run through Chinese society. The method is, however, that top-down, ie from above, from the center to the periphery, which does not seem to take into account the very different needs of the immense territory of China. Also, once again the question of individual rights is not addressed, the need for freedom of the Chinese people, in matters of fundamental rights, social and economic, is touched to smear with the only fight against corruption, in a vision limited to the economic and social costs of the state more than the individual citizenship, leaving unaltered the subordinate relationship between state and citizen, which condition the Treasury.
