UN signed the Treaty on Conventional Weapons

After seven years of discussion, it was agreed to the Treaty on the international trade in conventional arms. The central point that characterizes the diplomatic agreement deals with the assessment that the nation must be conducted before each transaction, actual usage, but also potential weapons, that is, if they can be used for serious violations of human rights, if the trade may violate an embargo in force, if the weapons can get hold of terrorist groups or criminals. The UN General Assembly approved the Treaty by a large majority with 154 votes in favor, but not unanimously, for if it could be considered as discounted votes against these widely announced by North Korea, Iran and Syria, more feeling did abstentions from 23 countries, among which the white boards in China and Russia. If Moscow the reason for this vote is more economic and political, being one of the main operators in a market which totaled about $ 80 billion a year, Beijing is a controversial choice, justified by the lack of unanimity in within the General Assembly of the United Nations. This approach, despite the proclaimed good intentions of ratification of the Treaty, to be made on the basis of assessments of national and opportunity analysis of the international situation, leaves the impression of a real desire to not bind their hands too, at a time of great expansion for the Chinese military expenditures. However, even among those in favor of the idea has prevailed to delay the effectiveness of the Treaty, with a subsequent resolution, proposed by a hundred nations, including the U.S., Britain, France and several African and Latin American countries, which provides for 'entry into force effective from the fiftieth ratification. According to the calculations of some diplomatic sources the time required would be around two years. This treaty is of great importance formal, because it is the first treatise that discusses global disarmament after the banning of nuclear tests in 1996. On substantial importance, however, there are still many doubts, starting from the mechanism of entry into force, which refers to the problem while leaving for who knows how long yet, trade in instruments of death. In fact you could not put too much hope on the closure of a market that involves too many variables, where those policies are even more influential than economic ones, in spite of the large turnover invested. The rest of the Treaty on the moratorium on nuclear testing was often overlooked and sets a precedent not very encouraging. The reality of these attempts to govern such complex phenomena, is hampered by the limited power of the United Nations, which, in the end, can only produce declarations of intent. The historical evolution of these treaties is further evidence of the inadequacy of the structure of the UN in today's world and the urgent need for reform to distribute in a different and more extensive power which is now in the hands of a few states. There is no disputing the importance of dealing with common and shared, we discuss its real applicability, which often remains a dead letter, without any possibility of sanctioning forms. If the idea of ​​a single government in the world is currently unrealizable, the lack of a few things, but decisive on which to make decisions about effective concrete, is the real impotence of what is currently the world's highest body.
