The EU should govern the phenomenon of immigration from Brussels

The recent tragedy of Lampedusa , which has seen a high number of casualties among migrants trying to reach Europe , it was only the high point of a series of episodes , which occur on an ongoing basis . The problem of illegal immigration , not just about Italy or other countries of the northern shore of the Mediterranean, which are certainly involved in the first instance , it concerns , in addition , the entire European Union , other countries of the old continent that do not fall under the aegis of Brussels. This observation is the starting point for the first economic forum of the western Mediterranean , attended by the foreign ministers of the European countries facing the Mediterranean Sea, the five countries of North Africa (Algeria, Morocco, Libya , Tunisia and Mauritania ) , as well as several entrepreneurs who operate in the area . The need to rethink the general rules that govern the migration, especially in a more flexible , able to respond faster to handle different situations , are the most urgent to be solved at Community level, without leaving the country directly involved in management often approximate and not be able to practice solutions that go beyond the time of reception . For now , the European Union is almost harmless problem by only providing direct funding , often insufficient and plan a route that goes From the welcome inclusion of migrants. This shortage has generated unrest and confused management of the phenomenon , which has fueled the consensus of the groups or populist extreme right , able to coagulate around their movements social discontent caused by the effects of mismanagement of the arrival of migrants. It should also be a distinction from the causes of these journeys of hope in often prohibitive . The bottom line is that no person would face similar conditions if not driven by extreme necessity , both for economic reasons , that to escape from wars or famines . Another catch is that , often the states of the southern Mediterranean countries have used these migrations , adjusting them to their liking , as an instrument of pressure on European states to get grants and subsidies , which , however, were granted without effective control and are were intended to completely different purposes than those for which they were granted , if not fueled corruption. If the European Union recognizes refugee status to those fleeing from conflict , and the recent increase of people coming from Syria shows the need to follow up these requests , as well as receive them should then be able to assure a dignified life. But the same is true for those fleeing from despotic regimes or areas affected by famine phenomena which should be compared to the situations burdened by the presence of war. Some are , however, differences over who gets motivated by the desire to improve their economic conditions , that is to say , not having a career perspective , but to escape the poverty line; on this, although they should consider the humanitarian side , there is room for maneuver , if you work in economic development projects with transit states , often in need of labor . The case of Libya is enlightening in this regard . Of course, this must include a design intervention in collaboration with the country making the investment , which must also accept the presence of a control on the use of resources, which can no longer be granted indiscriminately. It remains clear that the problem of migration has been too much neglected by the EU, at the central level ; Brussels has not been able or willing to draw up plans capable of managing an increasingly important phenomenon quantitatively , with a significant impact on the social fabric is not indifferent. The data on mobility of illegal immigrants arriving in Italy is , in this respect , very eloquent : in fact, about two-thirds of those arriving in Italy leave the peninsula , direct in northern Europe. If according to the French Laurent Fabius is necessary to increase the fight against trafficking in human beings, certainly shared purpose , this action does not solve the entirety of the question, since it has been shown that violent actions are not enough to restrict the flow of those who moves out of desperation. At Community level, a solution could be to establish a budget for the insertion and then for the welfare of migrants to insert them in the society , directly managed from Brussels , rather than relying on the policies developed by individual states , which would become only the perpetrators of the provisions from the center of the Union. Such a solution would allow an integration that reduce the impact of the member companies of arrival of migrants. Addressing the issue in these terms could also loosen the impression of a besieged fortress and then closing , which transmits Europe and Africa and the Arab states which is an obstacle to find common ground of understanding .
