The need for a different perspective from the European Union on the issue of migration

The intention , therefore, to organize an efficient coverage of the Frontex agency , on a stretch of sea very extensive, stretching from Spain to Cyprus , requires an economic effort further by European governments for a greater contribution to the budget of ' Community body . Furthermore, the only cost-sharing is not enough if it is not complemented by a strong and unequivocal political support and then shared , which is able to process sound proposals , both within the Union and outside , especially during implementation of agreements with countries of transit of migrants. If these needs are not met , you are likely yet another string of good intentions , without the actual practical steps , a situation already seen several times. Italy , given its geographical location is the country's most vulnerable and is the ideal closest to the journeys of hope for millions of desperate people who flee their countries to improve conditions increasingly inhuman . One solution would be to entrust the management of Frontex in Rome , to ensure a more direct control of the southern borders , since the assignment of the agency in Warsaw seem to make sense , it is to the huge distance from the theater of the facts , both for the objective inexperience in the field, necessary for officials who work in the body. However, the EU seems reluctant to such a solution , while the possibility of increasing the contribution of the financial statements do not think there is a convergence on the part of member states. It is understandable that under such conditions that leave the situation unchanged , the programs of Commissioner Malmström, remain little more than good intentions. Instead, the problems to be solved in the immediate are at least two types : the first is to reduce the mortality of migrants' journeys , which is around eight percent , through an effective surveillance network , which can allow to identify the boats, especially those in difficulty, who tried to reach the Italian coast , until now this network did not work if it is not able to identify in a capillary vessel attempting the crossing from the African coast . Directly connected with this aspect is the availability of our boats to rescue the survivors : this involves a continuous patrolling the sea area concerned, which can not be borne only of the Italian state , it is necessary to develop a system based on the alternation of nationality of vessels used for this purpose . The second problem is that of acceptance : If Lampedusa is the closest European country , but we must not forget Malta , which has often transgressed the European provisions on the reception of migrants, it should be granted a basic sorting and transit of refugees, under the direct control of the EU , including through Frontex , if sufficiently funded to ensure an adequate first-line treatment and a subsequent assignment to a country of the Union, drawn up on a basis of equitable division of refugees, also in relation to other variables, such as the presence of non-EU nationals arrived in Europe by other routes . If these are the conditions to remedy the state of emergency, shall be undertaken , in parallel, a strong political action , conducted personally by the European Union to enter into agreements with transit countries , in order to slow down the inputs in the EU. They are thinking plans for cooperation, in full respect of human rights , which must always be ascertained , with the states from which the migrants to favor a right of asylum in these countries by financing projects of economic, that may supplement , the labor force , those who flee their country. A clear example of a potentially favorable situation that is not used is that of Libya . Libya is the country from which most frequently the boats of migrants, but it is also a country that, after the ouster of Gaddafi has seen fleeing foreigners who constituted a large percentage of the workforce.
