The need for a new supranational entity against deterioration of global equilibrium

On the military air support to American Kurdish fighters and the Iraqi regular forces, it proved, as expected, decided to retract the army of the Islamic state of Iraq and the Levant. The good results that have allowed the defense of fundamental strategic infrastructure for the country, have pointed out that the strategy desired by Obama can not be short but must be understood in the long term for the total defeat of the Sunni militias. On this point there is increasing understanding between the Western countries for the supply of weapons to Kurdish fighters, which are proving to be essential for the containment of the fundamentalists. For the White House, which has always denied employment on the ground of actual Americans, the Kurds are essential in fighting for land and synergy with aviation Stars and Stripes, supported by a trust which dates back to the defeat of Saddam Hussein, has become the ultimate weapon against the black flags of the Sunnis. The military victory, although still far away permanently, it now seems to be within reach, even if, at the time, it seems impossible to completely eradicate the fundamentalist militias, because they enjoy the support of the Sunni population, ruled by the power in the country of Iraq, the wretched policy of former Prime Minister Al Maliki, who had given the command posts exclusively to the Shiites, in reaction to the period of Saddam, where were the Sunnis to have total management of the country. This particular has become essential in the management of the crisis, from the outset, in order to facilitate a policy dialogue aimed at recovering that part of society more moderate Sunni who may be involved in the dialogue between the different parts of the country, whether it is for a future Iraq still united, both covering a division aimed at creating three separate governmental entities to provide for themselves in order to promote peaceful coexistence. One of the main problems identified in this crisis in Iraq has been the advance of religious intolerance, which was manifested by violent persecution, forced conversions and mass flight of persecuted populations. On this subject, could not miss the commentary of the highest religious authority of the Catholic Church, Pope Francis, who has requested a UN intervention to stop this phenomenon without the bombing. Unfortunately, the expectations of the pope, in line with the prerogatives of his office, shall immediately be disregarded, also because of the large availability of funds of which the Islamic state of Iraq and the Levant was able to take advantage, which gives him a great ability of military action, thanks to the means at its disposal. Against a person like you can not impose sanctions or sit down at the negotiating table and the potential to destabilize the world order same inherent in this organization is such that it allows pacifist intentions, namely to exclude the use of weapons. However, it remains important to the appeal of a world authority on the likes of the Pope, that the United Nations should strive for a solution to the problem; in truth the UN should also exert a preventive action, but neither option seems to have been paid in this as in other crises. Without intervention by the United States, to which we must recognize at least the desire to somehow repair the short-sighted way in which the whole operation was handled Iraq, the consequences, both for the region and for the whole world equilibrium would run dangers still more serious. This in particular shows even more clearly how the UN needs a major reorganization that knows how to deal with at least the major threats to the planet. International terrorism has had such an evolution that, like danger, is divided into two floors: the small cell, sometimes consisting of a single unit, up to real armies capable of conquering the entire areas, able to fill power vacuums created by political and economic conjunctures. It should be remembered as the Islamic State of Iraq and the Levant have been able to exploit the dissolution of Syria and the uncertainty of the Iraqi state sovereignty over its territory. This lesson should be used to prevent other similar situations, which may be of similar characteristics: for example, Afghanistan, Pakistan and several African states. The conditions are always marked by state entities that do not have full control of their territories, where they take refuge groups opposed to the established order; often these movements are able to manage the natural resources of obtaining income to be reinvested in weapons or are funded by foreign countries who are planning to use them to destabilize opponents. Once again, the extremist groups who want to recreate the Caliphate represent a case in point, as it were funded by Sunni countries to take influence on Iran, but are also beyond the control of the same lenders, who now must commit to protecting their borders . The evolution that has seen so requires corrective conceived on a global scale, as both scenarios, which as you approach the relationships between governmental entities interested in not seeing subverted the order in which they operate. It is a much more difficult challenge than dealing militarily Islamic extremists, because it involves actors with opposing interests and can touch balances and alliances, which in the short and medium can take advantage of exigent circumstances also dubious, but that in the long run can take directions quite the opposite. In this sense, the creation of a supranational organization that has as its goal the preservation of peace, through means and instruments sufficiently fit, both political and military, capable, that is, to exercise a coercive use of force, it is not a requirement overdue , especially in a context multipolar, which presents increasingly hard to control variables.
