Ukrainian agreement the signal of the supremacy of Germany in the European Union
The agreement establishing a truce in the unstable region of eastern Ukraine, had as its protagonists the heads of state of Germany, France, Russia, Ukraine and the host country, Belarus. Technically it was a summit characterized by the absence of supranational bodies such as the European Union and the United Nations, which, once again, showed all their weakness on the international stage. The United States, absent only formally, there has been represented by Paris and Berlin, with which coordinated diplomatic strategy; However, the absence of the Americans was significant. The reasons are both upstream of the process, but also are caused by economic circumstances and that border economy. Certainly the policy of integrating multiple possible states, has generated a profound difference from those who were the core values on which the first members had laid the foundation for unity: often membership is gained for the sake of convenience, economic and political, that has distracted from Brussels via initial; it is preferred to add more nations only to the requirement of geographical proximity, without investigating the real reasons to be part of a union of states to become supranational body. This has affected the American desire to subtract countries, which were previously the Soviet orbit, to Russia, to isolate Moscow. The lack of a charter of values and strongly approved rigidly binding, has created room for maneuver, which have become disruptive, for governments not willing to give up large parts of their sovereignty, a factor that has locked in a strong political integration. But the same spaces vacated by a Brussels too absent, were used by those states stronger, to exert hegemony in the direction of European policy. Currently it is undeniable that the role of Germany is different than in other European countries and that the power of the direction given to him by economic power, should give it a political autonomy that encroaches on the sovereignty of other states, with an invasive capacity that can even configure a new case for international law. All this happens in the virtual absence of contrast of the other states, which are influenced German so that now seems resigned. The need for a new balance of the Community institutions to relaunch the program of political union is therefore particularly urgent to balance action that Berlin has made too pervasive in a context not more equal, but with a member with a real power, although not sanctioned, more of the other members of the union.
