The war in Syria continues, causing many casualties and hardships impact on the people, struggling with the mass exodus for those fleeing situations and very serious health and food, as well as security, for those who remain. Eighty-five associations of civil society, of what remains of civil society, have officially asked for help to the international community, denouncing the abandonment of the Syrian population, neglected by the increased attention paid to the fight against the caliphate and the international Arab terrorism. In fact the two are intimately related, even if it is true, that the Syrian people, because of different visions of the great powers, is over crushed in a logic that has put in front of all the strategic interest of each individual was directly or indirectly involved. After four years, the war in Syria continues and this is the most significant figure, which shows the inability of the great powers to reach an agreement, which could, at least, to begin peace talks, a factor that must be compared to the repeated failure UN attempts to stop the conflict. The inadequacy of the United Nations, in this case, is the most striking example of the need to reform the institution that should solve, on an urgent conflicts, to heal and protect the minimum conditions of survival of civilian populations involved. The biggest responsibility is undoubtedly that of the US, who have had a fearful attitude, not only from the military point of view, but also political, not to knock other international actors involved, such as Iran and Saudi Arabia, that were functional to the interests of Washington. Flatten the US the greatest responsibility, while it is correct, for their willingness to be the greatest power in the world, from another perspective is a superficial analysis, because it does not take into account the responsibility of Russian and Chinese. If you want or if you aspire to occupy a position of global importance, you can not always hide behind the doctrine of non-interference in internal affairs of a state. What is missing is a complete view of the need for protection of the population, which is not even sacrificed their own interests: there is simply a lack of interest of his fate, considering it as an abutment on which reflect the consequences of conflicts. In this overview of who comes out worse is perhaps the European Union, struggling always only with the respect of budgetary constraints, beyond which the general view tarnish and prevents it from becoming, you do not say a great power, but at least to exercise a small political influence able to contribute, even in a small way, to find some solution, even temporarily. Syrian associations ask instead concrete steps, offering themselves, removing also the effort in the world on how to move. The first problem, the most urgent is to stop the bombing that Assad performs indiscriminately with explosive barrels. The practice carried out by the dictator as well as being hateful and protracted, is identified by the Syrian associations as a cause of the increase of extremism, which promotes recruitment into the ranks of the caliphate of young Syrians. It is a reaction, a response which admits only violence to violence. Next to the stop of the bombing is necessary to open negotiations between all groups involved in the war in Syria. This is a proposal for a common sense, but the realization of which it becomes increasingly difficult with the escalation of the conflict and the presence of forced Assad, or its representatives at the negotiating table. This factor is now considered indispensable by the United States, who have chosen the lesser evil, in the fight to the caliphate, identifying the dictator of Damascus an embankment advance of the Islamic state, and, in fact, therefore, postponing any decision about his future. However, this decision must be the result of a difficult negotiation with allies of Damascus: Iran and Russia. The perception is that it does not happen the urgent need to stop the war in Syria just inside the fight to the caliphate, locating it as a peacemaker starting complementary to military intervention. If you were to pass this vision could create the conditions for a halt to violence at least in areas still controlled by Damascus and in those where there is a predominance secular opposition, so to create an area for humanitarian intervention, even protected by forces international, able to accept refugees from the areas controlled by the Islamic state.
