The European Union draws up the joint distribution of migrants arriving on European territory
The
European Union Commission on immigration, because of the pressure of
events, which resulted in mass migration to the old continent, as the
Syrian War and famine in Africa, seeks to address the problem, after
years of failed government the situation that has characterized the government of Barroso. In the Commission chaired by Juncker was a plan for the redistribution of migrants which covers about 40,000 people. Of these 24,000 were asylum seekers in Italy and 16,000 in Greece. It is Syrians and Eritreans who have requested political asylum and can not be absorbed only by the countries of arrival. The
solution was greeted favorably by the Italian foreign minister, who,
however, has also proved cautious on the results of the negotiations
which will open in the coming weeks with other European states. For
now it is important to note, beyond any numerical rating, which was
judged by some undersized, while others evaluated in opposite ways, the
introduction of a sort of principle that would introduce the principle
of solidarity between the states of the union, about the problem of the division of migrants, preventing one or a few countries have charge of the entire issue. The
solution was judged positively by the Secretary General of the United
Nations, Ban Ki Moon, who sees a real possibility in the humanitarian
sense for the future of the people forced to leave their country for
reasons independent from them. Strong support of this authoritative, Juncker tries to make states more reluctant to accept this solution. In
fact the only processing of the basic principle is not at all
sufficient to ensure that the standard be, then followed by a genuine
implementation. The
first obstacle to overcome is for legislation: what we need is a
qualified majority, but some countries have already rejected the
proposal: Britain, Poland, Hungary and the Czech Republic; while
France and Spain would put conditions to accept, therefore, part of the
standard, due to concerns raised by a political situation anything but
relaxed. The
executive Juncker can rely on Italy, Greece, Malta (all three countries
involved personally), Slovenia, Austria, that the important endorsement
of Germany are in favor of the proposal drawn compactly, in addition to
the substantial support of the majority of European parliament. According
to the programs of the Brussels rules that you want to launch you
should have a continuing nature, ie to be implemented in all the
occasions when emergencies occur migration flows and, therefore, not
only temporary and linked to the current situation. This
intention of the executive of the European Union, will be the subject
of further discussion between the member countries, to the resistance of
some to make this stable mechanism of migration management. A
stand out is the position of France, which locates in the proposed
rules too rigid a system because it is based on quotas to be distributed
among the member countries: the definition of share has declined from
Paris, both for ethical reasons, and practical, because, of fact, could force states to accept a fixed percentage of arrivals of migrants; the
measure could be perceived, at the moment where awareness of the
problem is very high and is strongly conditioned by the right-wing
parties, such as an obligation that comes from the European executive, a
kind of tax difficult to administer for the government French. On
the practical side, it is a growing need to monitor so some people
coming through the fingerprinting, practice, which according to various
states, it is not always followed in Italy and Greece; with this method you can determine whether migrants transferred will not leave the countries of destination. When
both Rome, that Athens, are accused of allowing migrants to leave the
country of arrival outside of a common European policy; While
this may be true, it happens precisely because rules such as the one
now thought the European Commission was not yet into this town. But
beyond the controversy, the European Union is faced with a unique
opportunity, born out of a situation of need, to recapture the spirit of
European origins and abandon positions of privilege by some states, to
promote the common dialogue, also in perspective decisions even more difficult, such as the one on the draft common defense, up to the conditions for political unity.
