The states of Eastern Europe against the quota system to divide migrants

The regulatory scenario, addressing the issue of immigration, which is emerging in the European Union is constantly evolving, but records considerable opposition from the countries of Eastern Europe. The deeply hostile attitude towards the refugees by Hungary appears to have been emulated in the governments of Poland, Slovakia and Czech Republic. The four countries has devised a common strategy, strongly negative towards any suggestion that could include a quota system immigrants to be accepted in their territories. This decision, if it is implemented, would represent the logical conclusion of the path undertaken repressive towards immigrants, tending to exclude any involvement in humanitarian solution, even temporarily of the matter. It seems clear that this system goes beyond the ability to handle the emergency, but obvious question arises as political and ideological, in deep contrast to what the basic rules of Europe should recommend. It is in the presence, then, of a split, which can not be considered irrelevant and that is very different from the attitude, although not too favorable towards the refugees, of other European governments. The feelings of closure, almost total, the four states of Eastern Europe, whose citizens in recent years have carried out a substantial migration towards richer countries of the old continent, seem a contradiction in terms and violate the precepts of humanitarian Brussels ; Thus it seems enough to ask themselves if they stay in the European Union, coupled with other obvious reasons, among other illiberal laws enacted by the parliament in Budapest, it is still legitimate. The hope is that it is taken for appropriate sanctions in the framework provided by infringement procedures. It is particularly important considering whether to impose quotas of refugees to countries that explicitly state that they do not love her, because of the conditions under which migrants would face. One solution would be to cut substantial share of EU funds, also for matters other than immigration, provided for these nations, to be devoted to those who welcome the refugees, using them for the support of activities of reception of migrants. Currently in Brussels is studying a bill that would allow to overcome the Treaty of Dublin, through the implementation of a mechanism that would allow for a continuous placement of refugees through the quotas that will be provided for each state. The proposal appears to be reasonable because it can afford to accelerate the destination of refugees within a certain framework, which first seeks to avoid the hardships to which migrants are forced to reach their destinations and give an organic solution where the problem could be involved all member states of the Union. This line is characterized by a line marked by solidarity and mutual assistance between states and is carried out by Germany, who said she was prepared to accept all Syrian refugees, however, their availability has prompted protests from German states of ' east, they see the increasing flow of migrants on their territories, blaming Berlin to be the reason. The Balkan route, in fact, appears easier to reach the German state and offers fewer risks crossing by sea, from Turkey to Greece is certainly less dangerous than to reach Italy from the shores of North Africa. At the same time it should be started what is called the second phase of the naval mission that is currently operating in the Mediterranean and that includes the military option against traffickers in international waters. The risks associated with this option are to elicit the reactions of coastal states, even if the operation is provided exclusively outside the territorial waters and gangs who run the trafficking of human beings, often linked to Islamic extremist groups. This may create a state of permanent readiness in waters off the Italian country, with no guarantee of hitting the central organization of the phenomenon. The enforcement side could, however, ease the pressure on coastal countries, especially Italy, and divert migration flows to the Balkan routes, exacerbating the negative position of the countries of Eastern Europe. In this regard it was decided to equate Hungary to Greece and Italy for a preferential placement of refugees. Finally Athens and Rome were solicited the opening of the centers of identification, measurement already widely expected, but that has not been implemented both for reasons of emergency, that the obstacles set by the Treaty of Dublin, imposing the first EU country which records the migrant to do the same reside on its territory, a rule that penalizes states of the southern border, already widely engaged in rescue operations, with little or no support from Brussels.
