The new structure of the Security Council calls for a review of the rules of the United Nations
The
new structure of the United Nations Security Council, should be elected
as temporary members countries of Japan, Ukraine, Senegal, Uruguay and
Egypt, which should take the place of the outgoing members Jordan, Chad,
Nigeria, Lithuania and Chile; other
non-permanent members in office are Jordan, Chad, Nigeria, Lithuania
and Chile, to which must be added the permanent and veto-wielding United
States, France, Russia, China, United Kingdom. In
the new composition of the Security Council we note the presence of
both countries divided by deep reasons of contrast, if not outright
conflict, factors that can paralyze the already limited the maximum
collegiate body of the United Nations. The
presence within the same body of Russia and Ukraine, countries deeply
divided by a conflict always latent, also a source of great friction
between Moscow and Washington, presumes large contrasts in the decisions
to be taken, with contrasts that will be reflected on the most different. Even
the simultaneous presence at the table of China and Japan, divided on
the issue of sovereignty of several islands, which is compounded by
increasingly nationalistic positions of Tokyo, which clash with the
expansionist ambitions of Beijing, will undoubtedly help to find common
understandings on international issues. The
presence of Japan, directly interested in the development of the
nuclear issue of North Korea, raises important questions about the real
objectivity in handling issues with Pyongyang. The
presence of a state like Egypt, ruled by an authoritarian military
regime raises serious questions about the decisions that the Council may
take, they should be framed within democratic limits well defined. Despite
serious doubts about the actual functionality of the next Council, this
new composition can range from reflections to achieve a radical reform
of the only world body, which although often ineffective, is the only
form that tries to give the world a government global. If
already in the post-war architecture and Policy that supports the
United Nations could feed some doubt about its real legitimacy, even to
the end of its operation, the current political and economic conditions,
which govern the equilibrium of the world, are so changed by justify a major overhaul of the rules governing the only supranational world. The
present case, where the small number of countries, which, in fact,
should govern and regulate international disputes, where often this term
mean real bloody conflicts and dangerous for the world balance, there
are states in strong conflict It
should not occur for no further slow the decisions of a body that often
can not find any synthesis and is therefore useless for the purpose for
which it was created. The
essential characteristics of which such a body should be provided
should be the speed of decision and the ability to apply These
decisions, having in his possession instruments binding able to impose
the measures taken. The
present moment has been well defined by the highest authority of the
Catholic Pope Francis, like the one where you are in a third world war
split, ie made up of many conflicts capable, potentially, to unleash a
large-scale confrontation. Indeed,
this possibility is anything but remote and tragically likely to come
true, including in a period where he resumed nuclear proliferation and
that, therefore, puts even more at risk global stability. In
the press someone has invoked the need for a global police able to stop
conflicts to give way to diplomacy to intervene more calmly to achieve a
final result more stable. This
idea is far from absurd, especially in a time when the role of world
policeman held by the US since the fall of communism, appears
increasingly in crisis, due to the presence of an increasingly
multi-polar, ie with international actors, that
they are not always recognized sovereign states, capable of breaking
what should be the pre-established rules of international law. This
scenario highlights the need for reform of the United Nations, which
have already been widely requested, with deep revisions of anachronistic
institutions such as the veto power reserved only to the five permanent
members, no longer acceptable in the current context of globalization. If,
the fact remains a fact, that we are very far from the creation of a
world body capable of resolving any disputes between the states, which
must still be a goal to achieve in the long run, it would be important
to create the conditions to prevent humanitarian tragedies like famine,
the protracted conflict, which the Syrian case is the latest example
and striking and the growth of terrorism that is emerging worldwide. A
major redistribution of power allocated to the states on the basis of
democratic requirements to guarantee civil rights, should be the
starting point to ensure the legitimacy to seek the resolution of the
major cases of concern worldwide, with the presence of rules can ensure
effective job rotation of world government, supported by the
availability of an autonomous force able to intervene quickly and
effectively to maintain peace. This project can be even utopian, but the discussion must start to get at least close soon.
