The reasons for opposing reach climate deal

The scenario that is moving around in the negotiations to reach a climate agreement revolves around three large blocs of nations, which must decide the actions to be taken to reduce the effects of global warming. The game is played between industrialized, developing and emerging. The needs and requirements of each block of countries are very different and are a significant distance which is a real obstacle in the negotiations; then within these three blocks the role of the three countries that most pollute the planet, the US, China and India, it is essential to the economy of the negotiations for the specific weight held in the overall assessment. The point is that the industrialized countries have reached this position polluting earlier, emerging markets are transforming their economies and, therefore, need to pollute in this historical period, while those in the developing world, presumably, estimated to have a shutter of the production in the future and therefore to pollute in the future. The responsibility of the countries that have already reached the mature stage of industrialization, with a development of their economies from manufacturing to areas such as tertiary or advanced services in the field of pollution is undeniable, as is the same, so only minor because they started their industrialization much later, that of the developing countries, which, however, are currently the major polluters; on the other hand also the reasons of the countries in the developing world are not negligible: a cut pollutant emissions means a direct proportion with a lack of growth in terms of productivity. The issue is so difficult to resolve, because no one wants to give up something, and you must also carefully consider the views of the oil producing countries, who see the fight against pollution as a reduction of their income. Of course not all manufacturers of crude oil fall into this category, but those economies that have developed real alternatives to their production system, they see the fight pollution as a problem. The objective that the summit has set is to reduce the average temperature of the planet in a range between 1.5 and 2 degrees, but the arrangements to arrive at this result does not seem easy. The positive factor is the attitude of some powers like the US and Russia, which pre different reasons are not opposed to the achievement of the values ​​may be appropriate to stop climate change. Even China, though conditioned by different needs, appears more conciliatory; the Asian giant is in the dual role of a country with too high pollution, which produces noticeable influence on the health and living conditions of the country, which badly fits with the needs of the producer country only manufacturing, Beijing is serving a productive setting still too anchored to a production of low level, based on the great availability of labor. This setting of the Chinese economy, which is already in crisis for the rise in labor costs, has not had an adequate development to ensure quality production can maintain the levels of growth that the Chinese government has budgeted, however China seems ready to accept at times deferred, a shift to cleaner fuels, also to reduce the impact that the great country of China suffers from the effects of pollution. In this position does not match equal availability of India behind China in the process of industrialization. The Indian government has come up with a kind of blackmail against the world, trying to free trade economic aid in exchange for reducing their emissions. That of economic contributions to reduce pollution is one of the possible solutions that also concerns the countries, many of which sends development, which have been hardest hit by the floods caused by rising climate; in this case the form of economic aid can constitute a form of compensation for the damages suffered. The aid should not be thought of only under the financial shape, but also in transfer of knowledge to promote a sustainable industrialization. Finally, the pollution problem is to be solved for the political and social consequences that produces no accident that one of the causes of migration and displacement of increasingly large numbers of people is due to famines caused by global warming, altering economies farming increasingly difficult. Desertification and flooding are the two different sides of the same coin.
