The difficulty of the agreement with Turkey is a further sign of difficulty for Europe
The
possibility of success of the pact between the European Union and
Turkey, not only to the refugee issue, but also for greater
collaboration, able to bring the country turkish within the organization
in Brussels, shows the concrete negative outlook due its criticality. The
conditions of urgency with which the agreements were concluded, had
caused more than one perplexity and concern are also significant, by
whom, as well as being at odds for humanitarian reasons, he saw no
practical benefit from such a strategy. The
bureaucrats in Brussels were identified in Turkey one can stem the flow
of migrants, especially from Syria, which caused deep disagreements
within the European Union; He
had tried, that is, to find a solution to the crisis in relations
between the member states, in a third subject, despite the guarantees
were not completely for dependability. We
must also consider the reasons for Ankara to join this pact, which were
certainly not based on reasons of humanity, but rather of political
expediency. Erdogan
had seen in a possible breach of necessity in which Europe fit to meet
their aspirations to join the European Union to take part, albeit
gradually. The
question was around the guarantees required by Brussels in relation to
civil and political rights, which have always been the cause impediment
to the process of accession to Ankara, back on track to join the EU,
which seemed broken in an almost definitive, could be for the government of Erdogan, often compared to a system, a way to regain prestige and international visibility. However
the intentions of President turkish have never been supported by any
specific evidence in the sense of respect for the rights, which, in
fact, saw the overall situation worse, due to the excuse of the law to
prevent terrorism. This
law, in fact, has created the conditions for even compress the
guarantees of respect for the rights and has virtually silenced all
opposition press, with a change of editors and journalists of adverse
heads the government, who have taken a closer line to that of the executive. The
immediate consequence to narrow the field of criticism followed a
repressive policy of non-aligned journalists, who have been the subject
of convictions and imprisonment, in a framework still even wider
repression of civil society, which is not allowed to dissent from the
positions less and less democratic President Erdogan. Although
the abandonment of the head of government, a personality that could
provide some room for maneuver in the talks with Europe, is yet another
sign of a malaise that is also invading the closest political circles
for president. These
assumptions do not provide a sufficient basis to continue the
negotiations, although the EU still does not work out alternative
strategies to migrants solution. Brussels
must be able to make calculations based first of all long-term policies
and not surrender to the contingency of the moment: opening a door to
this Turkey would mean distorting the Community structure and further
increase the internal stress, able to facilitate the victory of
formations against the European Union and reduce the space for dialogue among the member states. There
are other aspects outside of attempted relationship with Ankara, which
raise questions related to the legal aspects of the treatment of asylum
seekers. In
fact, in Greece the problem of expulsions of Syrian refugees to Turkey
is blocking the process, for fear of complaints, however the greek
country conditions are at the limit and vital need to find an
alternative solution to the Turkish one, also because there would cases of ill-treatment of Syrians returned to Turkey. The
concern of Athens is that the refusal of refugee status is contrary to
international rules, as interpreted by authoritative sources such as the
United Nations agency for refugees. If
this legal case should be real responsibility would fall on the greek
country, instead of Brussels where it was thought the agreement with
Turkey. This
scenario helps to understand the weakness of an institution that thinks
about its own survival without protection of the individual members: a
somewhat flawed and fallacious method, which does not allow, without a
sharp change of direction, of hope in the goodness of an overall
approach to problems Community
with a proper attention to the overall dynamics, both political, and
economic, social, able to find fair and balanced solutions with
emergencies that are gradually presenting. The
appearance on the admission of choice of new subjects within the EU is
the most delicate, should not be repeated the mistakes of the past, when
they were admitted were not in line with the founding principles of the
union, but only for strategic convenience Washington and Berlin economy. No
coincidence that the Eastern European countries are those from which
the major international cohesion problems and the possible entry of a
country like Turkey, which does not respect democratic rules, would
exacerbate this dialectic already precariously. The
migrants test serves to stabilize precisely these relationships, to
establish a division of tasks to speculate accession economic benefits
in Brussels, which must not be secured to the bitter end, without a
proper attitude of burden-sharing, including the very ones related
to the issue of refugees, which constitute the most concrete signal to
determine the real will of belonging to a Europe which wants to
establish the values of social and civil rights, in contrast to the
vision of certain states, wishing these rights for their exclusive use and consumption. On
this basis it must be made to determine the reasoning the new criteria
for membership and maintenance of the states within the European Union.
