Uncertainty about the future of the European Union workers in the UK
One
of the output side risks in the UK by the European Union is the fate of
the approximately 2.9 million Union citizens, who live and work on
English soil. The
scenarios, which could become a reality, consist of a range of
possibilities, ranging from the treatment of EU citizens as a bargaining
chip in the negotiations, which will provide the rules for the release
of London, until the disturbing possibility of their expulsion from the United Kingdom. We
must not forget that one of the major reasons that favored the victory
in the referendum of the proponents of the spill from Brussels, was just
the hostility towards foreigners and the lack of work, resulting in,
for UK citizens. Without
the adhesion of London to the regime of freedom of movement, which
would allow an exit, to some extent, mitigated by Europe, EU citizens
would be equivalent to other foreign and probably subject to limits on
the residence permit and the possibility of exercising work on English soil. The
possibility that England should adopt an agreement which establishes
the mutual freedom of movement with the inhabitants of the Union,
appears, however remote, to avoid contaminating the referendum result. The
issue of EU citizens is strongly felt in Britain itself, where the
human rights commission, formed by both members of the House of Commons
and the House of Lords, has put the issue to the government in London,
with the aim of avoid non-compliance with the rights of workers and residents from EU countries. The
problem is to give a legal certainty, providing clear rules and secure
their status in England and solving the current uncertain situation,
which has dragged on for six months, a far too long period. This
is the consequence of the unexpected outcome of the referendum, which
did not allow to think in advance and implement legislation for a part
so important to people, often with skilled employment; the
lack of foresight of the British authorities has thus created a
potential for blackmail factor, which could become a weapon aimed
towards European citizens. On
the other hand a rigid attitude of the British authorities, is likely
to cause deleterious effects on British justice, since it would
materialize a large number of applications, such as to bring the justice
system to paralysis. The
British Parliamentary Committee seems to have given indications of
common sense to determine the criteria by which the British government
would grant the stay on English soil, ranging from the years of
residence, family status and rights that may be acquired. However,
the English premier position seems to be that of caution, located
mostly dictated by the need not to get into conflict with the political
forces that caused the exit from Europe. The
Prime Minister, in fact, he claimed to be unable to guarantee the
rights of citizens belonging to the European Union unless there is
reciprocity valid treatment for over a million British citizens resident
in the Union. The
suspicion is that this attitude conceals an intention to put pressure
on Brussels, when it comes to defining the Treaty will have to adjust
the output and the future relations between London and Brussels. If
this strategy were true the real risk is to create dangerous conflicts
between the two sides, so also to slow down the negotiations, it seems,
then, to be the true intention English: in fact until the signing of new
rules for the UK apply the current rules that still allow the effective stay in the Union. The
perception is that London tries to draw the greatest possible benefit
from future negotiations and not hesitate to use every weapon at their
disposal. Despite
this reading of the situation, it seems difficult that Britain really
wants to deprive of qualified staff, called upon to perform tasks of
high professionalism, due to the lack of local labor supply. This
is confirmed by the appeal of associations of undertakings and British
trade unions in order to regulate unilaterally and preventively, ie
before the start of negotiations, the situation of union workers: a very
clear and states that where the government English can not ignore.
