Europe can no longer limit itself to diplomatic action on the international scene

The recent American military action, on Iraqi territory, represents only the last episode of the global evolution of international politics, passed from the pre-eminent use of the diplomatic phase to the military one and is the logical consequence of the abandonment, in fact, of a vision supranational especially on crisis resolution. The affirmation of particular interests over general ones has gone from an application to internal politics, above all thanks to the sovereign political visions and related to specific realities that are well identified territorially, to foreign politics with the modalities of solutions of conflicts through the particular interests of third nations with respect to particular interests of individual state entities, which do not have the possibility of autonomous resolution of the contingent problem. The most evident case, among the many present on the international scene, was the Syrian one where the government in office, although the expression of a dictatorship, was able to solve its problems thanks to the support of Russia and Iran, which intervened to protect the own geopolitical interests. The most recent and current case is that of Libya, where the two fighting factions are supported by external actors, through the use of force they have practically replaced the nations of reference, because these were limited to a diplomatic action, insufficient against military interventions. The orientation towards these solutions and interventions appears to be a road taken by the great powers, it is now an almost global attitude which must be acknowledged without delay, if you still want to play an important role in the international scenario. This is true of supranational organizations such as the European Union and international organizations such as the United Nations. As far as Europe is concerned, it is clear that it is no longer sufficient to aim for the export of a democratic model through one's own values ​​and with the mere diplomatic exercise and this is also insufficient to protect one's interests on the international scene, as well as to avoid crises. humanitarian. Taken individually, the European states have a very low bargaining power, among other things this is a main target of allies, the USA, and opponents, Russia, not even the most important nations such as Germany and France can oppose a valid strategy to this state of affairs if they act alone. The lack of shared objectives, in an insufficient regulatory framework, places the European Union in a state of inferiority with respect to current challenges and in a position of inferiority with respect to international actors who have passed the diplomatic phase for the resolution of crises. The absence of a common foreign policy is the first weak point that has dragged on for years without being resolved. The current situation did not come suddenly, but has developed over time, which has only accelerated in a predictable way. The fact that the members of the Union are divided on fundamental matters and Brussels does not have the tools for incisive action, such as the common European army, only demonstrates the inadequacy of the decision-making processes, now unsuitable and too slow to respond to the needs of the world scenario. The economic power alone no longer justifies a leading diplomatic role and, indeed, the tools and skills to exercise the prerogatives as international players are lacking, it is the economic sector that registers the most immediate losses. In a context where energy supply is one of the most important scenarios, but where the migration issue is also subject to an instrument of control and blackmail, not being able to claim its global role causes a setback of importance and importance, that cannot fail to reflect the causes of the alteration of the internal balances. Europe, therefore, must hurry to recover the lost ground, leaving aside the skeptical nations and governments and also start thinking about a constitution with variable integration on the basis of shared purposes, without wasting time and resources with unconvinced members and collaborative about greater integration, up to imagining deeply changed membership criteria, precisely in function of new international needs. The diplomatic action alone does not guarantee, at the moment and for those who know how much, the adequate international relevance, on the other hand even organizations such as the Atlantic Alliance appear, at this moment outdated: a continental autonomy is needed that appears increasingly necessary to exercise you go beyond the borders just to protect them.
