Serbia and Kosovo are unable to reach an agreement

Despite the commitment and pressure from the EU, Serbia and Kosovo have failed to reach an agreement to launch a normalization of their diplomatic relations. Even the efforts of Catherine Ashton, the European Union's top diplomat, have failed to produce significant results. The more difficult question relates to untangle the northern part of the country of Kosovo, where the Serbian presence is very important; Belgrade for this region requires a degree of autonomy from Kosovo deemed too high, independently on matters of security, police, justice, which would essentially legislative powers Serb enclave. These measures could lead to secession of the territory, with the consequence of the creation of a Republic of Serbia in northern Kosovo, a size comparable to what happened in Bosnia in 1992.
