Mali: the UN peacekeepers replace French troops
The commitment of French in Mali, at least with the heavy presence of the military, which has allowed us to defeat the Islamists, is about to end. The intention of confirming the initial programs developed by Paris, which included a resolute intervention of the situation in the north of Mali, without a prolonged presence. Those in the process should be, then, the latest military operations before the handover to African troops, who will preside the country under the banner of the UN. The contingent of peacekeepers would be around 10,000 men, with the authorization to use force. Despite the departure from the territory of Mali, the French troops will still be ready to intervene in case of need, with the use of soldiers stationed in Paris in Senegal or Chad, able, therefore, to ensure a high level of speed intervention. If the UN is the understanding of the great importance the French intervention, which solved the red tape that had stopped the Security Council, there is also the real fear that with the departure of the military of France to be the inevitable for reasons of international politics and internal, of a return to instability in the region. The military defeats have finally defeated the Islamists, who can rely on a reserve of both men and weapons, cleverly hidden in the infinite desert area. The hope of officials of the United Nations, to have exhausted the need for counterterrorism operations and then to see the blue helmets to a single control task, is bound to be frustrated. However, the condition of the fundamentalists, especially from the military point of view, has deteriorated significantly due to the action of the French army, which has significantly reduced the warfighting capabilities. This situation, however, may result in a change of strategy of Islamic terrorism present in the northern part of Mali, forced to rationalize now limited resources to the organization of attacks targeted the centers of state power Mali. In this scenario, the deployment of UN peacekeepers to control the vast area of sub-Saharan Africa could have a smaller impact than expected. In the light of these considerations, the ongoing discussions between the UN and the African countries for the establishment of the peacekeeping force takes on a new perspective, in fact the intention of the African nations was to set up a rapid reaction force, less suitable for the oversight of large areas recaptured from the control of Islamists, but perhaps more suitable for targeted interventions. On the contrary, the intention of the Laboratory is to deploy a substantial number of troops in order to avoid a further loss of sovereignty over their territories by the state of Mali. A middle ground between the two tendencies, could be the creation of forces stationed in the country focal points, which act quickly in areas affected by attacks by Islamic forces, this solution, providing an urban location also of the military, could help to limit the danger of the attacks. But there are not only military issues to be problematic elements, according to some analysts even more complex it seems the political present in Bamako, where the climate of revenge would be emerging from tensions between ethnic groups, as reported by the High Commissioner for Human Rights human. In this context, may become decisive action to convince the UN on the government of Mali, to open a process of national reconciliation, to prevent a dangerous new results for the state of Mali in a moment of particular difficulty.
