Iraq and the Kurds reached an agreement on oil
The agreement reached between the Iraqi government and the autonomous region of Kurdistan on the issue of oil exports, has a special meaning in the context of the fight against the Islamic state. Although both parties have continued their collaboration on military grounds, there have been various reasons that have contributed to a collaboration more relaxed. Among these, the most important and still unresolved concerns the appearance of the autonomy of the region, that the leaders of Kurdistan would like to expand into a real independent state sovereignty. However, the urgency of the fight against the caliphate did overshadow, at least in the short term, the issue, but in no way lessened the dispute over exports of crude oil, that the law that establishes the autonomy of Iraqi Kurdistan under the state of Baghdad, in part to ensure Kurdish people. The availability of the management of oil exports is essential as a source of financing against the forces of the Islamic state, they can enjoy a wide variety of economic livelihoods. The agreement signed in the capital of Iraq by the head of government of the country, Haidar al-Abadi, with Nechirvan Barzani, the Kurdish prime minister, expected, from the beginning of 2015, the transfer from the central government in Kurdistan to 250,000 barrels a day, to which plus 300,000 barrels from the disputed province of Kirkuk. The transfer of crude oil will be through pipelines Kurds, but under the control of the oil company of the Iraqi federation. Kurds, in return, will be unlocked part of the state budget devoted to Federal Kurdistan, blocked for some time pending the resolution of the dispute and will also be dedicated a special item in the federal budget to the peshmerga fighters, who make up the armed forces and Kurdish have repeatedly distinguished in battle against the caliphate, preventing enlargement towards the areas of oil extraction. In the current situation the allocation of an item of expense for Kurdish fighters is functional to the success of the war against Islamic fundamentalists and was certainly supported positively by the Americans, who, on the ground, have so far been able to rely fully only on the preparation of the peshmerga. It is not exaggeration to say that without the commitment of the Kurds in the clashes of the earth, even air support US air force would not be enough against the caliphate, which could widen considerably the territories under its influence. At the same time the financial contribution guaranteed by the Kurdish oil, allows regular Iraqi forces to complete its reorganization, which is taking place thanks to the training USA, rearmament and the cooperation of the Sunni tribes who reject the strict application of sharia. Certainly, this agreement does not resolve the dispute between Iraqi Kurds and Iraq, but sets a starting point for a peaceful resolution of the dispute, be postponed until the Islamic state will be defeated. If this will happen even military cooperation will be a factor to facilitate further negotiations, even if Iraq, while ensuring a high degree of autonomy to the Kurds, remains firm on a federal structure of the state. Surely it will be important to the opinion of the United States, formally neighbors in Baghdad, to which, surely, the Kurds will present the bill for their help against Saddam Hussein before and against the Islamic state after.
