The fragile truce Ukrainian

The uneasy truce, reached after lengthy negotiations in Belarus, Ukraine for the war is not yet certain as a result of application of the fundamental role that play heavy weapons. Although the agreements should include a complete cessation of the fighting, the withdrawal of heavy weapons is not started within the agreed time, because there were no necessary conditions on both sides. Both sides fear that a withdrawal from the war theater of heavy weapons permits an advantage to the opposing party to gain ground, the problem is that if the guns and rocket launchers are not moved from the areas of employment, are then used, sparking a new escalation military. The center of the issue is the town of Debaltseve, strategic railway junction, which is now a Ukrainian enclave in the middle of the territory conquered by the pro-Russian. The men of Kiev and the separatists have accused each other of repeated violations of the ceasefire, leading to inability to collect weapons from their front lines. The situation is very clear to Western diplomacy engaged in the negotiations, which expressed deep concern at the continued fighting in the Debaltseve, which weaken the efforts to reach a ceasefire. The same concerns have been expressed by the United States, who continue to monitor the situation from a distance, urging Russia and the separatists that attacks have ceased. The statement by the spokesman of the State Department, Jennifer Psaki, has put its first Russia and then the separatists, using the subtlety of the diplomatic language, to indicate that Moscow is considered the inspiration and the main responsible of what is considered a aggression the territorial integrity of the country of Ukraine. This interpretation of the facts, on which there is now little doubt, for Washington keeps open the option of supplying arms to Kiev to balance the superiority of war equipment available for the pro-Russian. There is, then, the problem of ensuring that the work of the inspectors of the Organization for Security and Cooperation in Europe, which shall monitor compliance with the cease-fire, they can perform their task through insurance of the two parties to the free access in the theaters of war. The awareness of the fragility of the agreement is still recognized as a common factor in diplomacy involved and the possibility of imminent failure of the truce is considered anything but unlikely, but, also, is also identified as the only possible opportunity, in a highly unstable, difficult for a resolution of the conflict. Meanwhile, the humanitarian situation continues to worsen, many civilians are fleeing from one side or the other, according to their ethnic group and for those who remain there is the problem of food supply, of poor sanitation and the increasing difficulty of care medical, hospitals increasingly stocked and reduced practically ready to rescue field.
