Libyan factions sign a document to reach a national unity government

Libyan factions, participating in the negotiations in Morocco, reached a draft agreement of peace, which, as a result the most important, has the objective of forming a government of national unity. However, the agreement, although an improvement in the situation in Libya, appears incomplete due to the absence of the General Government national executive not recognized internationally with headquarters in Tripoli. The presence of this government entity is the basis of the difficulty of control of the Libyan country and the increasing presence of forces linked to Islamic extremism. This agreement combines however, important figures administrative, as the mayors of Misrata and other important centers in Libya, the leader of the Justice and Construction Party on behalf of the Alliance of National Forces. The main consequence of the agreement should be the appointment of a prime minister and ministers of a government of national unity. This text must still be approved by the House of Representatives, the democratically elected body and recognized by the international community, before entering into force. The evaluation of this agreement is that it is a first step forward in the management of the country, achieved with great effort, which aims to reconcile different interests; but precisely this multiplicity of points of view, together with the absence of the government of Tripoli, does not allow for time to have too many hopes on the resolution of the Libyan issue, an issue that is fundamental to limit the action of the caliphate in North Africa and in countries overlooking the southern shores of the Mediterranean. Despite the great favor with which the agreement was welcomed by the Western diplomatic community, that with a joint statement by Canada, European Union, France, Germany, Italy, Portugal, Spain, United Kingdom and United States, to which were added Morocco , Russia and Turkey, which also included an exhortation to the government of Tripoli to join the initiative, the situation is still very uncertain. The need for a stable Libya is now essential in the general framework of the fight against terrorism and to contain the fundamentalist phenomenon. The recent incidents occurred in Tunisia and Egypt a state of agitation, reveal that Libya, because of their status of not complete governability, offers the ideal setting for those who are persecuted in the country because it belongs to the Egyptian Muslim Brotherhood and those who oppose the road taken by the Democratic Tunis. This is not only desperate to escape persecution police, who, what, rather, of very specific and highly sensitive to the affirmation of the Islamic state and for this very easy to recruit to carry out attacks destabilizing. In this context, the agreement must be considered only a starting point, albeit important, because the absence of the illegal government of Tripoli seems too heavy in a geopolitical context, which can not be separated from the area and the political clout of those who govern the capital of the country. It seems inevitable that the efforts of diplomacy have groped at all costs, the inclusion of the government not recognized for the creation of an executive who is truly an expression of all the forces in the field: only so Libya can regain a physiognomy as to be able to exercise their full sovereignty to aspire to become a major international player, free of the external influences that now too the condition.
