Libya: to reach agreement on a single government

On the eve of the expiry of its mandate, the United Nations envoy, Bernardino Leon, reached an agreement to establish a national unity government in Libya. This result comes after months of grueling negotiations, which took place with a domestic situation very serious, where the presence of continuous armed clashes approached the Libyan country to a situation of civil war, with the outline of a grave humanitarian situation that affects more than 2.4 million of people. After the death of Gaddafi's Libya has been plunged into a state of lawlessness due to the presence of numerous armed gangs, who often made reference to the Islamists, favored, in their action, the absence of a political alternative that could fill the vacuum left by the end of the dictatorship. The fundamental error of the Western powers engaged militarily against Gaddafi was that, after the defeat of the regular troops of Tripoli, not to guard a territory, where the total conditioning of the dictatorship had cleared every possible form of organized opposition and where the only structures tolerated they were the clans; this social organization, of course divided into portions of territory well defined, could not be congenial to a shift of power able to immediately replace the previous state organization. Without the land, which involved a considerable commitment with the presence of ground troops, coupled with effective support aimed at the construction of the necessary organization to support a state government to be formed from scratch, the Libyan country is plunged into an internal conflict, that he was responsible, among other things, the increase of migration to Europe through Italy and a situation of profound instability in the southern shores of the Mediterranean, so very close to the coasts of Europe. The agreement does not resolve the issue, but it is an important starting point, which until now had not yet arrived. Materially the two delegations gathered in Morocco came to agree on a list containing names of the possible candidates to lead the country, this list must now be examined by the two governments opposed to Tobruk and Tripoli. The hope is to meet with the approval, if not of all the Libyan people, at least the larger part of the country; the list included personalities from both parliaments to balance the opposing forces, which differ, it should be remembered, for a different setting of the political forces that make up. While the parliament of Tobruk, is less affected by the presence of religious movements that Tripoli is linked to the Muslim Brotherhood and came to power thanks to the religious militias, usurping what forced to flee in Tobruk, although he was legitimately elected. Of course to achieve peace and stability in the country the deal had not considered as impediment because the position of the illegitimate parliament of Tripoli, but what it entails, even if implicitly, international recognition, which so far had been denied. The international community, in fact, unanimously, had always given formal recognition to parliament fled to Tobruk and now will be in an awkward position, forced to talk to the representatives mainly linked to sectarian movements, which rotates around a galaxy formations probably also involved with the trafficking of weapons and human beings, the latter used as a means to blackmail Western governments, a mode that follows those already widely used by the Gaddafi. It is not excluded that precisely the pressure on Europe by the increased flow of migrants has led Western countries to a softer attitude towards the parliament in Tripoli to facilitate a common solution, that also aims to avoid any kind of military action against human traffickers, repeatedly threatened. In addition to these problems must be added that, perhaps, in some ways, even more serious, the presence in the region of Sirte of the Islamic state, which can represent a real threat, and that could only thrive thanks to the deep rivalry between the two parliaments and It can be defeated only by a united Libya and governed by an executive legitimized.
