A parte che le emergenze del paese erano e sono ben note, questo provvedimento serviva a Napolitano ad arrivare a fine mandato, cercando di dare l'impressione di cercare una soluzione alle profonde divisioni della politica italiana, ma in realtà costituiva solo un maldestro tentativo di guadagnare tempo per arrivare alla elezione del suo successore. Qui è accaduto l'inimmaginabile, le parti politiche non sono state capaci di trovare una sintesi e dopo vari tentativi si sono ridotte a supplicare il presidente uscente alla riconferma. L'Italia ha espresso così un capo dello stato di ottantasette anni, che, verosimilmente, non concluderà il suo settennato e che si presta all'ennesima soluzione posticcia. Quello che verrà espresso sarà un governo di vecchi politici, coadiuvati da tecnici di fiducia dei soliti ambienti della finanza, che non potrà presentare quelle soluzioni radicali che la nazione richiede.
