Ukraine: the terrible responsibility for civilian aircraft shot down
Whatever be the culprit of killing Aero Malay, the situation in Ukraine is now out of its regional dimension, to enter fully into a larger plan. In addition to the victims of the internal conflict, the scope of the disaster on a civilian plane, with no survivor, obliges the international audience and especially the diplomatic insiders, such a commitment certainly far greater than that of the product, for a resolution ultimately the question. However, restricting the analysis to the tragic fact that calls for a careful examination of the circumstances of direct and indirect responsibility for framing the incident, essential to carry out an assessment of each other and its impacts in a more global view in relation to the Ukrainian conflict. The issue of the disputed territories between Kiev and Moscow has produced a clear violation of international law by Russia, cha appears indisputable, while they may discuss the reasons for and the desirability of their consequences, of stiffening of Ukraine with regard to relations with the EU. However, it is normal vision in a historic policy, which addresses the integrity of a state, a willingness to Kiev to protect its territorial integrity and sovereignty. Even if you want to look for excuses for the Russian action, the protection of minorities and its geopolitical interests, we must admit that Moscow, after an initial handling of the situation within certain tracks, seems to have lost influence and control over the pro-Russian militias, which operate almost in complete independence from the Kremlin. This does not mean that Russia does not continue to help the rebels with men and equipment related to her, but that, more and more the composition of these extremist militias can get to work with tactics not only suggested by Moscow, but totally contrary to Russian interests and their effects on the international stage. What would happen if it were established that the Malaysian airliner had been hit by pro-Russian? The responsibility, at least indirectly, that may not fall on Moscow, which has frequently expressed, even publicly, the link with these trends that have led to the first detachment, even formal, the Crimea and then supported the formation of pro-Russian enclaves, but outside the law, within a foreign sovereign state. Certainly the will of the Kremlin was not to shoot down a civilian aircraft, plus a third country, which has nothing to do with the question and the explanation of the incident is out of the question; only that the accident was not caused by adverse weather conditions, but the launch of a ground-to-air rocket with the ability to hit an aircraft at 25 km altitude. If this device was of Russian origin, that is supplied by Moscow to the rebels who fight against Kiev, the Kremlin would be impossible to escape liability and pay all the consequences. The first statements from Moscow are not very reassuring, because blame Ukraine, because of his conduct in the conflict, a liability in the reasons that led to the fall of the airplane and the rebels themselves speak of a pro-Russian party missile forces of Kiev . Ukraine has refuted this hypothesis, which if true would Kiev in a position as difficult to speculate that in Moscow. At the moment, despite interceptions that would show the direct responsibility Ukrainian pro-Russian, not even the U.S. take a position, waiting for an inspection of an international commission, a sign that the issue is extremely sensitive to its effects. The episode indicates that the conflict must be stopped as soon as possible, but once again the international bodies are large, and do not justify their existence: the UN is silent and the EU powerless busy to discuss appointments, rather than develop a strategy effect. Also missing an urgent application of international law to prevent potential disasters similar, such as the no-fly zone over war zones, forcing airlines to routes more expensive but safer. The world is still hostage to too much inefficiency at all levels.
