USA and Germany withdraw missile batteries from the Turkish border with Syria
The
decision by the US and Germany, to withdraw the missile batteries that
are protecting the Turkish border from the Syrian, opens new scenarios
in the regional conflict and agrees to new reflections and
considerations about possible diplomatic developments. The
decision to protect the country from attack turkish the Assad regime
had been taken within the framework of the Atlantic Alliance and also
involves the Spanish forces, the extension of the commitment which
Madrid has not yet expressed. The
American mission will end in October, while the German one in early
2016. The Atlantic Alliance has no plans to replace quotas with other
departing military, leaving the task to Turkey, if any, to organize his
defense. The
basis of the decision, there are several reasons, but the main one is
assessing the potential danger of the opponent in the region, which is
no longer represented by the dictatorship in Damascus, but the militias
of the Islamic state. It
is an assessment that comes primarily from Washington and that is based
on military considerations and the need to eliminate more quickly the
presence of the caliphate rather than that of Assad. It
must be specified that unofficial channels of American diplomacy,
probably flanked by that of Iran, have obtained extensive assurances
from Assad in Damascus on the desire to abstain from striking the
countries belonging to NATO. As
evidence of these contacts is just the fact that the United States will
abandon the first Turkish border, that could not happen without
assurances, albeit unofficial Damascus. This
fact takes on an extremely political, because it confirms that Assad is
still able to play an important role in the Syrian issue, especially
after the success of the negotiations on the Iranian nuclear issue,
which not only allow the Iranian diplomacy to get out of its isolation,
has favored meetings and collaboration on issues that go far beyond the single issue of atomic energy in Tehran. Also
the abandonment of the Turkish border, indicating that the White House
is promoting solutions involving Iran in a growing struggle in the
Islamic state, even in disagreement with historical allies, as, indeed,
Turkey and Saudi Arabia . Obama
chose a coherent approach to the direction taken in international
politics, who wants to give priority to the diplomatic contacts and
greater involvement of regional powers, trying to be involved as little
as possible on the field. This
does not mean that the world crises are not dealt with directly, but
has changed the way to try to influence them, avoiding the direct
intervention and favoring, instead, greater international participation.
However, the path chosen by the US is a constant balancing act between countries that are adversaries, even long-term; so
the decision to remove the missile sites from the Turkish border was
not taken well by Ankara, which sees up consideration of Assad and his
chances to retain at least part of Syrian territory. In
assessments of the withdrawal of the missile batteries must be also
considered the attitude of Ankara against the Kurds, it is unwelcome to
the Americans that the Germans. For
the first is a problem of alliances and military strategy, since the
Kurds have secured a permanent presence on the ground, while in Berlin
the issue is domestic, with the opposition which does not like turkish
military action against the Kurds, that must be added to the bad relations going on between the two states. Finally,
this event is a sign of the development of cooperation between
Washington and Tehran on Syrian issue, a partnership that the White
House was forced to take to the lack of cooperation of Turkey and Saudi
Arabia, who initially favored militias that later would form the
Islamic state, only for special interests, losing sight of the public
interest which was to represent the views of countries strongly allies.
